We are looking for a Diversity, Equity, Inclusion and Accessibility (DEIA) Program Manager GS-13/14 to work with us on multiple high-visibility, priority projects. Many of the activities in our portfolio are responsive to the Secretary's FY23 Organizational Advancement Priorities, and are reported regularly to the Deputy Secretary. The position is responsible for performing the following work assignments:
- Execute activities in accomplishment of the DHS Inclusive Diversity Strategic Plan and Strategic Implementation Plan
- Collaborate with Component DEIA, HR and EEO practitioners to ensure synergies across DHS with regard to DEIA initiatives, training, reporting, etc.
- Support the delivery of Organizational Health Assessments (conducting interviews, analyzing demographic data, report writing, organizational consultation, and solutions development)
- Conduct research, analyze data sets, and work with team members to develop workshop presentations on mitigating bias within or performing equity reviews on phases across the talent management cycle (e.g. professional development, promotions)
- Enhance marketing and messaging of DEIA offerings, topics of interest, and activity to expand on outreach to employees, developing content for leadership talking points, DHS Connect, podcast episodes, workshops, etc.
- Prepare materials in support of Executive Director to support participation in speaking events, briefings, panels, and to support program reporting and amplification (e.g., topical white papers, responses to requests for information)
- Develop documentation, templates, and operating procedures for the standardization and management of DHS Employee Associations
- Staff and provide support to special events as needed (e.g., hiring events, hosted trainings, listening sessions, panels, engagements, etc.)

The DHS JDP is a human capital program initiative which is managed by OCHCO at DHS headquarters. The DHS JDP's purpose is two-fold: to encourage and to facilitate assignments of DHS personnel to other DHS components as well as outside agencies. The purpose of JDAs is to gain multi-component, multi-faceted experience focused on cross-cutting DHS and Federal-wide operations to enhance performance of the individual, the organizations, and the Department. JDAs are for a period not to exceed 1 year and do not qualify for Joint Duty credit.
The DHS JDP covers current Federal employees at the GS-13 through GS-15 grade levels and equivalent. The DHS JDP does not apply to members of the military service or contractors. JDAs do not offer Temporary Promotions.
