The incumbent serves as Deputy Director of the Statistical Operations Division of the Bureau of Justice Statistics.
The incumbent supervises unit chiefs who are responsible for statistical collections and programs, overseeing the administration of, and providing technical directions to, the unit chiefs on a variety of national statistical data collections and programs in the Statistical Operations Division.
The incumbent serves as a key member of the management team and participates in the day-to-day operations of the Bureau, with responsibilities for preparing matters for decisions by the director; carrying out efforts to implement plans, policies and programs; and completing ad hoc senior-level tasks as assigned.
The incumbent carries out management duties and responsibilities, including preparing responses to requests for statistics or other information from leadership components of the Department of Justice (DOJ), the White House, or Congress.
The incumbent supervises unit chiefs who are responsible for producing solicitations, OMB packages, and statistical reports, ensuring that these products meet plain language writing standards, meet the BJS standards for data quality and analysis, and meet criteria for submission to the BJS publishing process.
The incumbent collaborates with the Principal Deputy Director, the Deputy Director of the Policy Division, and the Deputy Director of the Planning and Operations Division as necessary to coordinate responses to outside requests for information and to support the Bureau's operations for efficient and effective execution of policies, plans, procedures, and products.
The incumbent coordinates and consults with the Senior Statistical Advisor on matters pertaining to survey design, sample design, statistical methodology, and criminal justice subject-matter issues.
The incumbent serves as an expert in working with different data sources (such as survey data and administrative records) and in statistical methods and techniques, including survey design, instrument design, data linkage, and complex statistical analyses.

BASIC REQUIREMENTS
A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included 15 semester/22 quarter hours in statistics (or in mathematics and statistics, provided at least 6 semester/9 quarter hours were in statistics), and 9 additional semester (13 quarter) hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements is given for courses in which 50 percent of the course content includes statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements of business cycles, or courses in methods of processing mass statistical data, such as tabulating methods or electronic data processing.

B. Combination of education and experience----courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
ADDITIONAL EXPERIENCE REQUIREMENTS:
In addition to meeting the basic qualification requirements, applicants must have had one (1) year of specialized experience at or equivalent to at least the GS-14 level.
Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as demonstrated expertise in planning, directing, implementing and evaluating national statistical programs and projects; advising other specialists on highly complex and unprecedented problems and coordinated major statistical studies; designing and developing data analysis methodologies and techniques; supervising or leading a group of employees, providing administrative and technical supervision necessary for them to accomplish their work formulating and carrying through research plans that explored areas of statistical research in relation to the agency's mission programs and needs; forecasting the impact of present and future technologies on the agency's current practices using analytical and model building techniques; and, demonstrated expert knowledge of complex methodological research, and survey development for data collection in areas without pre-existing sources.
