Duties
The Deputy Director for Programs is responsible for providing executive leadership and oversight of the programmatic areas of the CHIPS R&D Program: Metrology, the National Semiconductor Technology Center, the National Advanced Packaging Manufacturing Program, and Manufacturing Program Coordination, including related Manufacturing USA institutes funded by CHIPS and in coordination with the Hollings Manufacturing Extension Program. The incumbent supports the NIST Director and CHIPS R&D Director and represents NIST with senior Administration officials, Congress, other federal agencies, industry leaders, and national and international organizations. Specific responsibilities include:
- directly managing and providing oversight of the programmatic areas of the CHIPS R&D Program: Metrology, the National Semiconductor Technology Center, the National Advanced Packaging Manufacturing Program, and Manufacturing Program coordination.
- coordinating and cooperating closely with the Associate Director for Integration, within the CHIPS R&D organizational unit, and with the CHIPS Program Office.
- supporting the CHIPS R&D Director in planning, developing and deploying all necessary operating policies, procedures, organizational structure, technical capabilities and programmatic capacities of NIST for establishing and sustaining the programmatic areas of the CHIPS Program.
- monitoring the work of the programmatic areas of the CHIPS program to ensure the accomplishment of major milestones and effective implementation and deployment of planned outputs. Milestones and are often accomplished through effective partnering with the private sector and other Federal agencies, leveraging resources with U.S. and international partners.
- supporting and coordinating efforts in analyzing external trends in semiconductor technology and manufacturing to identify new capability and capacity needs for NIST.
- providing day-to-day oversight and representation of programs to external stakeholders and audiences at the highest levels including senior Administration officials, Congress and other agencies.
- representing NIST and the Department of Commerce, both personally and through appropriate delegation of staff, on various interagency working groups, advisory committees and at conferences and forums, both governmental and non-governmental, at the national, interagency, and international levels.
- overseeing efforts to advise on decision-making and policy; and coordinating combined efforts within programs and projects.
- managing and overseeing annual budgets, including preparation of spend plans, budget justifications, and budget allocations across major program activities; responsible for tracking of expenditures against allowable caps.

Qualifications
- Demonstrated experience leading new programs of significant size and complexity, and experience conceptualizing, planning, organizing, and implementing new or evolving policies and activities.
- Demonstrated experience analyzing executive level policy and program issues and providing comprehensive recommendations.
- Demonstrated experience providing executive level leadership building collaborative networks with key peers and stakeholders across an organization and with other government/private-sector organizations, or professional disciplines and occupations to achieve significant mission outcomes.
- Demonstrated experience with semiconductor manufacturing programs, processes, or technology.
Education
The incumbent must possess, at a minimum, a Bachelor's or other Advanced Degree in a scientific, engineering, or recognized or traditional professional field, or significant experience in a scientific, engineering, or recognized or traditional professional field.
