Duties

Help
  • Exercises the full range of leadership and supervisory direction for the primary Fuels Management staff; acts on behalf of the Fire Management Officer (FMO) of the FMO is absent.
  • Directs and provides leadership for planning processes including land use plans/fuels/vegetation management plans/Fire Management Plans/prescribed fire plans; ensures activities compliance with current land use plans, resource management plans.
  • Ensures actions are in compliance with environmental documents. Takes the lead for National Environmental Policy Act (NEPA) compliance on fire program related actions.
  • Responsible for ensuring full integration of assigned program areas into the Fire and Fuels Program and for the training and development of employees in fire management and other management programs.
  • Directs and coordinates program budget, workflow, and accomplishments tracking; tracks expenditures to ensure budget goals are met for programs including Fuels, Emergency Stabilization and Rehabilitation, Weeds, Forestry, and Fire Prevention.
  • Coordinates with other agencies and individuals representing the district as an expert in fuels management, fire planning, fire prevention and Emergency Stabilization and Rehabilitation.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
1) Must possess and maintain valid driver's license (or obtain within 30 days of entrance on duty)
2) 90 days Wildland Firefighting experience:

90 Day Prior Wildland Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days.

Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire:
- Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires.
- Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

This position has a positive education requirement:
Basic Education Requirement - I meet the basic education requirement because:
A. I have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
B. I have a Combination of education and experience - have completed courses equivalent to a major, as shown above, plus appropriate experience or additional education OR
C. I do not have education as identified above.

In addition to meeting the basic education requirement, you must meet the following specialized experience requirements:

GS-12: Meet basic education and you must possess one (1) year of specialized wildland fire management experience equivalent to the GS-11 level in the Federal service as a supervisor leading multiple program areas such as fuels management, fire planning, weed management, forestry or emergency stabilization and rehabilitation/restoration; managing budgets and expenditures; planning work and managing work assignments; accomplishments and directing program staff to achieve workload targets; developing and implementation Employee Performance and Appraisal Plans, Individual Development Plans, and other supervisory documents.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.

Physical Demands: The work is performed in both the office and the field. Office work is primarily sedentary with extended periods of intense concentration. For field work the incumbent must be capable of sustained arduous physical exertion required for walking in varied topography and vegetative cover. Work in fire suppression activities may require attaining a level of physical fitness exceeding that required for normal field or office work.

Work Environment: Office work will be performed under conditions of adequate heat, cooling, lighting, and ventilation. Outdoor work requires exposure to extremes in climate and weather, steep mountainous terrain, loud noise, slippery or loose footing, rolling objects, dusty, dry or wet conditions, and other environmental hazards. Safety precautions are required, and the employee must wear appropriate personal protective equipment while making on-the-ground inspections. Work requires extended periods of travel.

When traveling to and from field sites, the incumbent frequently operates a motor vehicle, sometimes under adverse conditions, including ice, mud, snow, and rough terrain. Work in fire suppression activities may require the incumbent to work in rough terrain and endure hot, smoky, and sometimes hazardous conditions.

Education

This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR).

You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
