The Director for NCCOS is responsible for building a base of programs which combine high-quality and innovative science that are relevant to NOAA's coastal mission and responsive to user needs and expectations.
1. Plans and oversees management of NCCOS activities ensuring effective management techniques are utilized to develop and implement short-and long-range plans to meet NOS' needs and objectives; revising, when necessary, management procedures to meet program priorities set by NOS and NOAA.
2. Direct the planning, organizing and managing of research programs, with a particular emphasis on applied science for resource and coastal management or operations.
3. Serve as the key senior official in NOAA with responsibility for advising on the impact/effectiveness of policy decisions, and the ability of NOS/NCCOS to comply with proposed regulatory/legislative initiatives.
4. Develops long-range program plans to meet agency/organizational objectives and user requirements; assesses new requirements and current policy guidance; analyzes NOS/NCCOS capabilities; establishes new procedures/processes; determining alternative courses of action; and makes recommendations to program priorities.
5. The incumbent provides executive oversight for the implementation of NCCOS' human and budgetary resources ensuring financial, administrative, and ADP activities are integrated with NCCOS' procedures and systems supporting NOAA and NOS's strategic planning process by siding in the definition of financial and other resources needed to efficiently and effectively run NCCOS and those essential elements in the near and long-term.
6. The incumbent serves on a number of interagency councils, panels and teams to represent NCCOS as a partner between NOAA and external scientific and technical expertise to improve the scientific basis for environmental decisions in the U.S. ocean, coastal and Great Lakes waters.
As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

PTQ 1. In-depth knowledge of, and experience developing research programs and/or studies, in one of the following fields: oceanography; physical, chemical, biological, ecological, or social sciences related to coastal issues; or related environmental science.
PTQ 2. Demonstrated experience in using strategic and technical insights to recognize opportunities for scientific advancement through the development of state-of-the-art technologies and/or innovative uses of technologies in coastal science programs.
PTQ 3. Demonstrated ability to successfully direct a large, diverse professional staff and to carry out the formulation of long-term and short-term plans to establish and meet ocean and coastal environment research and service goals and objectives, set priorities and evaluate options for solving problems.
NOTE: Responses to PTQs must not exceed 2 pages per PTQ, for a total of 6 pages.

Background Investigation: This position is designated as SECRET and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
Public Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.
