ABOUT THE POSITION
Directs a national portfolio of health services, health systems, and implementation research focused on critical programmatic areas including: systematic evidence review; methods and measures of clinical decision-making and patient engagement; use of technology to improve clinical decision-making; and quality, data and methods related to healthcare delivery and systems research, technical support, and resource development to improve clinical practice improvement; and how those methods can be applied to primary care.
Provides leadership and oversight for CEPI's research agenda. Directs staff to undertake programmatic assessments of research activities to identify gaps, prioritize needs, and develop strategies to improve overall program effectiveness and efficiency and to meet evolving policy and population health priorities. Independently establishes and maintains relationships with academic and practice-based healthcare communities involved in evidence synthesis, clinical decision-making, digital healthcare, healthcare systems research, practice improvement, and primary care research to integrate approaches in the fields of evidence synthesis, clinical decision making, digital healthcare, health systems research, practice improvement, and primary care research.
Serves as principal advisor to the Director, AHRQ, and other senior Agency officials on all matters related to CEPI's mission and program initiatives. Functions as a critical member of the Agency's Senior Leadership Team with responsibility for formulating and implementing strategic and financial plans that reflect Departmental objectives and AHRQ priorities and goals.
Represents the Agency on national and international committees, panels, work groups, conferences, and meetings as an expert in the field and serves as the principal authority on policy, research, and implementation activities related to evidence-based practice improvement.
Provides supervisory leadership and direction to a subordinate staff of highly skilled professionals. As the supervisor, the incumbent has the full authority to oversee the daily activities of these employees from both personnel and programmatic direction perspectives.
BASIC REQUIREMENTS
Eligibility for the Senior Biomedical Research and Biomedical Product Assessment Service (SBRBPAS) applicant must have a doctoral level degree in biomedicine or a biological related field, or a doctoral level degree in engineering, bioinformatics, or a related or emerging field and meet the OPM Qualification Standards for a General Schedule (GS) 15 level position in the applicable professional or scientific series (42 U.S.C. §237(b) and 42 CFR §24.4)
POSITION REQUIREMENTS
Must be considered an expert in the field of: Clinical Research Evaluation
1) Actively engaged in clinical research, implementation, or evaluation and whose work in the field of quality improvement and implementation is considered by recognized experts or peers in the field to be outstanding.
2) Have significant experience dealing with complex, precedent-setting research, implementation, or evaluation issues which have had far reaching implications for clinical research or resulted in a widespread economic effect in the healthcare delivery system.
3) Have taken an active role in the development of significant scientific or regulatory guidelines for healthcare delivery research, implementation, or evaluation.
4) Received invitations to speak at or to chair major national or international meetings and symposia
5) Demonstrate sufficient rigor or accomplishment in a relevant or closely related field that is necessary to the accomplishment of the mission of the Center.
