Summary

This position is part of the Loan Programs Office, Department of Energy. As a Loan Specialist (Commercial), you will provide assistance to Portfolio Manager(s), on discrete project assignments, and to the designated Supervisory Loan Specialist on research necessary for the assessment of credit and project risks, associated with high-value loans for innovative or commercially ready clean energy generation, and component manufacturing projects, and advanced technology vehicles.

Duties

Help

As a Loan Specialist (Commercial) you will:

  • Provide assistance to senior level management on discrete project assignments by performing research necessary for the assessment of credit and project risks associated with high-value loans.
  • Participates on a team addressing technical, legal-economic, and financial feasibility aspects of high-value loans for large scale projects.
  • Monitors day-to-day occurrences related to individual transactions, and prepares transaction and project reports for the supervisor on pre-determined frequencies, with an emphasis on variables that provide early warning signs of credit deterioration.
  • Participates in the preparation of materials and information for risk mitigation efforts including the negotiation of new terms with borrowers or other creditors, in the event of potential or actual distress or non-performance.
  • Creates spreadsheets, and utilizes financial analysis software programs to review, analyze, and create financial documents.

Qualifications

BASIC REQUIREMENT: In order to meet the basic requirements for the Loan Specialist Series, you must have the following:

A. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

OR

B. Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

In addition to meeting the "Basic Requirements", you must also meet the "Specialized Experience Requirements" described below.

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience for the GS-11 position is defined as one year of specialized at the GS-09:

  • Serving as an official liaison for all loan administrative reports/requests from project project sponsors, borrowers, co-lenders, and Administrative or Collateral Agents.
  • Developing and using financial models and aggregate data from multiple sources, conducting sensitivity analyses, and assess repayment risk assessment efforts.
  • Monitoring technology developments as they relate to price and demand movements, regulatory changes and structural changes.
  • Serving on a team monitoring large-scale project finance or commercial infrastructure loans of $50 Million or more and addressing financial feasibility aspects of high-value loans for large-scale projects of $50 Million or more.

OR: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in the following fields: finance, accounting, banking and credit or other related coursework.

OR: An equivalent combination of the above education and experience.

Specialized experience for the GS-12position is defined as one year of specialized at the GS-11:

  • Experience with project finance structures and applicable credit risk for large-scale or commercial infrastructure projects of $50 Million or more.
  • Monitoring and evaluating the performance of large industrial and infrastructure project finance transactions of $50 Million or more including those in renewable energy, nuclear energy, power, transportation, oil and gas telecommunications, petrochemical's or mining sectors and large "corporate" loans for similar transactions.
  • Developing and using financial models for monitoring loan performance, credit/risk analysis, and preparing project status and credit reports for presentation to management or other governing boards.
  • Identifying adverse trends or violations in the borrower's financial condition that are identified through the consistent analysis of financial statements, market analysis and other mitigating factors and making recommendations to a higher authority in order to ensure compliance with loan terms and conditions.
