ADVANCED SCIENTIFIC COMPUTING RESEARCH (ASCR) PROGRAM DESCRIPTION:
The Department of Energy's (DOE) Office of Science - Headquarters is looking for a dynamic, innovative, seasoned executive to lead the Office of Advanced Scientific Computing Research (ASCR), which comprised of two subprograms. The Computational Research and Partnerships (Research) subprogram underpins DOE's world leadership in computational science by supporting fundamental research in applied mathematics, computer science, high-performance networks, computational partnerships (SciDAC) and educational programs.
In addition, the Advanced Computing Technology component of the Research program is comprised of co-design initiatives focused on design and development for next generation extremely heterogeneous supercomputers; emerging technologies such as quantum and neuromorphic computing; and distributed computing ecosystems coupled with the development of applications and systems software to produce new hardware technologies and testbeds that will be deployed in the beyond exascale era. The High Performance Computing and Network Facilities subprogram supports the design, deployment, and operations of forefront computational and networking user facilities to meet critical mission needs. ASCR operates three high performance computing (HPC) user facilities: the National Energy Research Scientific Computing Center (NERSC) at Lawrence Berkeley National Laboratory (LBNL), which provides high performance computing resources and large-scale storage to a broad range of SC researchers; and the two Leadership Computing Facilities (LCFs) at Oak Ridge National Laboratory (ORNL) and Argonne National Laboratory (ANL), which provide leading-edge high performance computing capability to the U.S. research and industrial communities. ASCR's high performance network user facility, the Energy Sciences Network (ESnet), operated by LBNL, delivers highly reliable data transport capabilities optimized for the requirements of large-scale scientific research across the Department.

As the Associate Director, Office of Advanced Scientific Computing Research you will:
CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.This series includes professional positions which primarily involve the application of, or research into, computer science methods and techniques to store, manipulate, transform or present information by means of computer systems. The primary requirements of the work are (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences.
Basic Requirements:Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
Evaluation of Education:Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
A. Degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.

B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.
The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
You must provide a copy of your transcripts from an accredited institution. Be sure to include those transcripts directly applicable to determining your meeting the education requirements. Failure to provide proof of education will result in non-consideration for this position. You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.
