Duties for this position are:
The DCLO provides oversight, guidance, program management and leadership in the operations of the VISN, supported activities and all VISN facilities logistics programs.
The VISN DCLO, a network officer, is accountable to the Chief Logistics Officer, the VISN ND (SES), P&LO Chief Officer (SES), and the Executive Director OAL&C (SES) in the accomplishment of VA Logistics performance goals.
Develops acquisition strategies to include requirements determination, concept development, conduct market research, analysis of alternatives, business case development, provide technical evaluation, surveillance, and final evaluation reports.
Manage and oversee delegated purchasing authority within the purchase card program for all clinical supply and equipment items.
Manage and oversee the delegated ordering authority within the ordering officer program.
Keep local/national vendors and suppliers informed of VHA logistics programs and business opportunities.
Participate in local and regional health care logistics groups and seeking out best practices in the local private sector healthcare logistics community.
Monitors data systems for accuracy and integrity to ensure the data supporting management controls is correct and the improvements in cost, effectiveness and quality are accurately captured.
Identifies opportunities for performance improvement and establishes stretch goals as appropriate to achieve continuous improvement.
Establishes multi-years plans and performance goals for the VISN and SCM/logistics organizational components.
Leads/directs continuous improvement initiatives using tools such as six sigma, lean, and theory of constraint management.
Provide SCM/logistics education and training opportunities for both logistics staff and those performing SCM/logistics functions outside of logistics.
Supervises program functions including:
- compliance with applicable laws, VA rules and regulations, directives and procedures throughout the VISN;
- assuring that VISN logistics operations are consistent with VISN requirements and mission;
- provision of satisfactory levels of service by subordinate units;
- requirements definition; inventory management and accountability of supplies and equipment;
- property/equipment utilization and control of materiel, including disposition and disposal;
- storage, distribution, and warehousing;
- SPD functions related to supply management, including ordering, receiving, distribution and inventory management;
- mailroom and reproduction.
The incumbent also serves as the primary VISN point of contact with industry, provides ongoing coordination with procurement activities supporting the VISN (including coordination with the VA OAL&C, National Acquisition Center, Strategic Acquisition Center, VHA P&LO, RPO-East, and NCO6.
