This position is in the Consumer & Governmental Affairs Bureau (CGB), Consumer Inquiries and Complaints Division (CICD). CICD processes, serves, and resolves individual informal consumer inquires and complaints consistent with controlling laws and FCC regulations, and in accordance with the Bureau’s delegated authority. The incumbent is responsible for coordinating and responding to Division consumer inquiries, complaints and related documents, including congressional and consumer inquiries addressed to the FCC Chairwoman and Commissioners. Analyzes approved policy reference documents and directives to prepare diverse materials to inform consumers about Commission rules, policies, and events. Reviews and analyzes telecommunications rules and policies to develop scripted telephone and e-mail response language and other material to ensure prompt service. Performs in-depth research, reviews email response language and other materials to ensure prompt service to the public regarding Commission proceedings, policies, complaints, and activities. Reviews and analyzes all congressional inquiries and related correspondence for the Division, conducts comprehensive research of case law and/or rules explaining and interpreting case precedent. Responds to inquiries and requests from the President, Vice President, members of Congress, and their staffs on behalf of various Constituencies who are seeking assistance in resolving various problems or issues. Drafts appropriate, accurate, thorough and concise responses. Serves as liaison between the Division and other FCC Bureaus/Offices regarding Congressional inquiries. Addresses special inquiries received in the Office of the Chairwoman and Commissioner’s Offices from representatives of government agencies (Federal, state, local government agencies, and foreign countries), industry, consumers, consumer groups, academia, media consultants, attorneys. Coordinates responses with appropriate Commission staff and outside entities.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 level in the Federal service. For this position, specialized experience includes the following: analyzing and responding in writing to complaints or inquiries that are controversial or sensitive in nature; conducting research and analyzing information; experience using and maintaining computer software programs; and interacting with a diverse set of individuals.

How You Will Be Evaluated-DEU Hiring Procedures
The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.
All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:
1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

Merit Promotion Procedures
Applicants under Merit Promotion will be considered in accordance with the agency's merit promotion plan and union agreement. Time in grade restrictions apply.
Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 or above in order to be deemed as BEST QUALIFIED. Candidates who ask to be considered non-competitively only have to receive a score of 70.
