GAO's Office of the General Counsel seeks a current third year law student (3L or 4E) to join us as an entry-level hire in fall 2023. Entry-level hires begin as law clerks and convert to attorney status upon admission to a state bar. Entry-level hires participate in our two year Attorney Development Program and are placed in one of our teams: providing legal counsel to GAO's teams in the preparation of GAO reports or writing legal decisions on Appropriations Law or Procurement Law matters.

Placement decisions for entry-level law clerks/attorneys are made based on the needs of the office and expressions of interest from new hires in the summer before the onboarding date, and placement decisions cannot be guaranteed during the hiring process. Therefore, we are seeking candidates who are open to being placed on any team with an identified need.
All of GAO's entry-level law clerks/attorneys participate in our Attorney Development Program (ADP), which includes a robust training curriculum, mentoring program, and close collaboration with an Assistant General Counsel and senior attorneys.
Entry-level law clerks/attorneys are subject to performance evaluations every 6 months for the first two years and are eligible for pay increases with each evaluation. At the completion of the ADP (generally two years), attorneys are eligible for promotion to Band II; after 4 years, attorney are eligible for promotion to Band III based on performance.
