The office of the Chief Learning Officer (CLO) is responsible for the development and implementation of administration-wide leadership and employee development policies and programs for the education and training of the Department of Veterans Affairs (VA) workforce, comprised of over 373,000 employees and over 123,000 residents and trainees. These individuals provide care for 8.97 million Veterans at 1,365 facilities and outpatient sites. This training delivers greater than 5 million hours of continuing education annually, making VA the largest single provider of continuing education in the United States.
The Executive Director, Strategy and Operations reports to the CLO. The responsibilities include, but not limited to the following:
Serves as executive over the day-to-day operations of budget, contracting, long range strategic planning, training policy, and technology for the Institute of Learning, Education and Development (ILEAD) on behalf of the CLO.
Has delegated broad authority and responsibility for the leadership, analysis and review of all employee learning and development programs and organizational business operations throughout VA and Veterans Health Administration (VHA) and its coordination with policy and developing policy guidance as needed.
Works as a strategic advisor with customers and learners and serves as an advisor to the CLO to identify training needs, innovative approaches, resources and budget needs, contracting options and research and development of strong practices to ensure resources align training efforts with strategic business plans.
Creates, facilitates implementation and monitors strategic plans and associated metrics for the ILEAD Organization; research, discover, design and test innovations in learning and development practices in support of strategic priorities; and facilitate the integration of ILEAD processes, practices, services, and products in support of the VHA mission.
Serves as the focal point for creating and guiding learning and development strategic plans covering 1-10 years in the future; cataloguing ILEAD service delivery, products, and analytics against strategic and operational reporting needs, and using this work to drive the ILEAD Organization forward.
Perform strategic process improvement analyses (PI); identify areas of potential PI application in consultation with process owners / Subject Matter Experts and other stakeholders in the ILEAD community; train ILEAD Organization staff in PI methodologies; lead PI initiatives with organization-wide impact.
Research, discover, design and test innovations that support learning and development processes, procedures and technology in alignment with strategic priorities.
