Involves duties/responsibilities which require application of a professional knowledge of economics that include: research into economic phenomena, analysis of economic data, data collection, preparation of interpretive reports; providing advice and consultation on economic matters to FAA, governmental officials and private organizations or stakeholders; and performance of other professional work in economics including oversight and the direction of economists engaged in performing various economic studies. Individual Occupational Requirements for 0110 in conjunction with Group Coverage Qualification Standard for Professional and Scientific Positions
Basic Requirements: A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
FV-H. Possession of 3-years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; or at least 1-year (52 weeks) of specialized experience equivalent to the FV-G (FG-5-9) band level. Examples may include but not limited to: experience applying economical methods to modify and develop statistical models/analyses; conducting research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation.
FV-I. At least 1-year (52 weeks) of specialized experience equivalent to the FV-H (FG-11/12) band level. Examples may include but not limited to: planning and carrying out the steps necessary to a project for collecting economic data ; experience using data sets to develop reports and conduct financial or statistical analyses (e.g., using advanced functions in Excel, regression analysis, etc.) and using programming languages to aid in complex analyses; plan and prepare interpretive reports concerning the productivity or capacity of particular area of industry (supply chain, aviation systems, medical research).
FV-J. At least 1-year (52 weeks) of specialized experience equivalent to the FV-I (FG-13) band level. Examples may include but not limited to - conducting systematic research in a problem area of aviation that it must be approached through a series of complete and conceptually related research studies; experience in initiating, formulating, planning and execution/control of special economic studies or continuing project; carrying out a series of data-gathering studies designed to provide an assessment of the economic impact of legislation and policy changes that may have considerable impacts on the aviation industry and flight safety.
FV-K. At least 1-year (52 weeks) of specialized experience equivalent to the FV-J (FG-14) band level. Examples may include but not limited to – serving as a technical authority for a particular area of economic activity (aviation, personnel/labor); utilizes staff and elaborate research methods and tools to conduct and assess economic impacts; oversight and project coordination assignments involving a staff of professional economists; providing authoritative-accurate economic information to policy-makers.
