GS-11 Duties:
Serves as a Financial Management Analyst responsible for assisting in the conduct of financial management projects and studies relating to planning, developing, implementing and evaluating financial management and accounting policy, systems, processes, methods, and procedures to enable and insure the timely and effective collection/delivery of financial information to all program and financial managers of GSA. Makes recommendations on findings of projects/studies conducted independently or by assigned teams in the resultant reports filed with the Division Director. Utilizes knowledge of financial management techniques to analyze current methods and provide problem solutions to a myriad of situations relating to financial management systems activities. Makes recommendations on findings of projects/studies conducted independently or by assigned teams in the resultant reports filed with the Division Director. Collects and analyzes data for operating, reporting, or remedial actions that may form the basis for financial management decisions. Conducts or participates in studies generating ideas and approaches for total financial management improvements. Selects and applies appropriate analytical techniques for use in predicting and assessing the effects of budgetary and/or program changes.
GS-12 Duties:
Conducts systematic examinations and appraisals of customer financial documents; analyzes and evaluates ongoing customer expenditures to ensure timely obligations occur in conjunction with anticipated customer budget forecasts; reviews and assesses continual changes in customer program plans and funding and their effect on financial and budget program milestones. Assists senior accountants in planning and developing segments of GSA's internal control architecture; assists in conducting reviews and assessments of internal controls initiatives Assists project leader or accountant in performing various segments of broad financial management projects and studies relating to the planning, development, implementation, and evaluation of financial management policies, processes, methods, and procedures. Assists others in helping to ensure the validity and technical accuracy of analytical findings and recommendations of studies/projects undertaken. Maintains comprehensive automated records and data on customer financials to allow for and expedite the in-house processing, tracking and management of customer vouchers and payments for transactions completed by the organization serviced; assures interface of customer financial information with the larger automated accounting management system; monitors accounting systems impacting customer operations and expenses or related customer activities/accounts. Provides advice and counsel to GSA operating officials on financial matters. Provides advice to GSA managers and customer officials on regulatory requirements, financial policies, the interpretation of data, and program improvements through analysis of program operations, monthly reports, and special systems edits. Provides recommendations regarding financial strategies and/or procedural changes designed to improve existing financial reporting and evaluation systems.

The GS-11 salary range starts at $66,214 per year. The GS-12 salary range starts at $79,363 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience analyzing and advising on various programmatic, business, financial, and accounting matters. Such experience must have provided the applicant with a broad knowledge of financial management and analytical concepts and practices necessary to evaluate the financial status of an organization and recommend financial and/or programmatic changes in processes; OR I have completed 3 full years of progressively higher level graduate education or PH.D. or equivalent doctoral degree; OR I have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience analyzing and advising on diverse programmatic, business, financial, and accounting matters. Such experience must have included conducting programmatic and management studies and audits that required the analysis of complex accounting systems; and the application of analytical and evaluative methods in order to assess the effectiveness and efficiency of program operations or functions.
