Contracting Officer's Representative (COR)Procurement - 75%
Functions as Contracting Representative (COR) on all contracts administered by OCDETF, including those dedicated to support the Fusion Center (OFC) and International Organized Crime Intelligence and Operations Center (IOC-2). Assists in preparing contract documentation and working with Justice Management Division (JMD) Contracting Officers to ensure contracts/task orders are awarded timely and meet applicable deadlines.
Works with subject matter specialists at OCDETF headquarters, as well as the OCDETF OFC, IOC-2, and other professionals in the planning of potential contract actions, to ensure needs are met in the most efficient and effective manner. Includes the development of Statements of Work and the compilation of all documentation needed to transmit a complete procurement package to the Contracting Officer. Assists staff and Subject Matter Experts (SMEs) to prepare task orders for existing contracts. Prepares procurement tracking reports showing status of procurement and budget actions for current contracts. Liaises with Security staff and Contractors concerning the processing of security documentation for onsite and offsite contractors. Participates in interagency and intra-agency working groups to plan the acquisition of services.
In coordination with Task Monitors, ensures that the contractor invoices are reviewed so that the goods and/or services billed for are appropriately accepted and processed for payment. In the case of invoice issues, the incumbent reviews the matter and leads a resolution process with all parties and/or refers the matter to the contracting officer as needed.
Develops and maintains working relationships with mid-level to senior-level management from other departmental divisions, such as the JMD and OCDETF units. Informs the Contracting Officer of their compliance/non-compliance with all rules, policy, and regulations. Reviews contractual actions within specific guidelines to determine compliance with established regulations and procedures. Reviews financial information to determine accuracy. Reviews signatories and ensures proper signatures are present.
Budget and Financial Management Support - 25%
Monitors the execution of the approved advertising budget to assure that funds are properly allocated and are being obligated in a timely and effective manner in support of authorized program objectives. Recommends adjustments, such as redistribution of funds within budget accounts, in response to changes in OCDETF programs and policies. Exercises budget and financial control through review and approval of the obligation and expenditure of funds for management and administrative purposes. Assists in analyzing and evaluating relationships between major operating changes and the financial situation of the organization and/or programs. Identifies the trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis. Verifies that funds are available and being properly and effectively used to support program objectives. Ensures that program funding data is entered correctly into financial management systems.
Reviews and prepares accounting records such as apportionments, allocations, operating plans, and other financial and obligating documents. Prepares reports containing clearly defined findings and recommends practical methods of improvement.
