FAS’s scope is incredibly broad and includes General Supplies and Services, Information Technology, Motor Vehicle Management, Travel, Assisted Acquisition Services, and a host of Online Procurement Tools, including the new Government-wide Common Acquisition Platform.
The Deputy Assistant Commissioner for Category Management reports to the Assistant Commissioner for Information Technology Category (ITC) and provides executive leadership and direction to the Office of Category Management, which is responsible for planning, directing and executing, on a nationwide basis, overall work to be accomplished in the development and delivery of information technology (IT) services, products and solutions for the Federal government, including hardware, software, outsourcing services, consulting services, telecommunications, shared services and security solutions. The Office of Category Management provides expert guidance, tools, contracts and resources enabling the government to buy IT more effectively and efficiently, leveraging both GSA and non-GSA solutions. The Office serves as the program manager for many of GSA’s government-wide IT contracts and offerings. In this capacity, the Deputy Assistant Commissioner for Category Management is responsible for nurturing and facilitating the development of innovative contracts, services, solutions, practices and strategies that improve performance, services and value to the Federal government. The Deputy Assistant Commissioner also provides support in the development and delivery of the government-wide IT Category Management Initiative.
Furnishes expert technical advice and assistance to the Assistant Commissioner for ITC and to the FAS Commissioner and Deputy Commissioner concerning existing and evolving or proposed government-wide or GSA-wide contracts, services, solutions, policies, procedures, and automated system support pertaining to ITC’s offerings. Develops and executes strategies for product and service categories as business units and optimizes spend under management in conjunction with industry.
Collaborates with the Assistant Commissioner for ITC, Deputy Assistant Commissioner for ITC, and the Deputy Assistant Commissioner for Acquisition to identify priorities and strategies for ITC that shape the ITC enterprise vision and values.
Provides strategic and change leadership to ensure the Office of Category Management communicates and integrates ITC’s vision and resulting goals and objectives into all other ITC, FAS, and GSA national and regional programs. Develops the Office of Category Management’s strategic and tactical plans. Responsible for planning initiatives to achieve organizational goals and to improve operations, including conducting studies of similar programs in the private sector as well as state and local governments. Oversees and evaluates organizational performance to assess results. Continually improves practices to ensure customer expectations are met in a timely and cost effective manner, and that they comply with acquisition rules and regulations.
Serves as the chief spokesperson for the Office of Category Management, communicating and advocating ITC’s vision and mission to external officials and groups. Represents the Assistant Commissioner for ITC and the FAS Commissioner as needed in executive level meetings with agencies, industry, trade associations, key officials, the Office of Management & Budget (OMB), Congressional staff and state/local governments regarding the Office’s programs. Builds and strengthens strategic and operational partnerships with customers, Federal agencies, internal GSA organizations, and industry partners.
Serves as the primary focal point for business development, account management, solutions design, and product management activities.
Manages and controls the Office of Category Management’s fiscal affairs. Responsible for planning, developing, coordinating and justifying the financial and human resource requirements and administering systems for controlling resources to meet both short and long range objectives.
