Serves as Director, Marine Corps Marathon Organization (MCMO). Ensures the Marine Corps Marathon (MCM), all races and activities associated with it and all race series races produced throughout the year are conducted in accordance with the appropriate governing rules, regulations, industry standards and ethics. Maintains direct liaison with the national and international running community and sporting industry through meetings, conferences, and attendance of major sporting events. Provides expert advice on road racing following Road Runners Club of America (RRCA) and USA Track and Field (USATF) and Association of International Marathons and Distance Races (AIMS) guidelines for sporting rules, ethical conduct and race standards to Marine Corps commanders and support personnel. Manages multi-million-dollar budget. Directs operational controls and establishment of MCMO strategic and functional planning.
Strategically plans and promotes the MCMO races by developing, coordinating, managing, directing, and implementing an annual MCMO registration, marketing, and sponsorship plan, tracking and targeting both national participation in, and visibility of, the MCMO events. Directs, supervises, and executes all activities of the MCMO. Ensures commercial sponsorship agreements are formulated and executed in accordance with current government regulations. Coordinates with volunteer agencies, such as the Marine Adhoc Committee for assistance in promoting the MCM. Secures corporate sponsorship to maximize cost avoidance for marathon operations.
Coordinate event safety, security, and force protection measure with over 15 law enforcement and first responder agencies. Implements, initiates, and negotiates public right of ways, public permits and support agreements with Local, County, State and Federal Agencies, including but not limited to the cities of Alexandria, Virginia and Washington, DC, Arlington County, State of Virginia, National Parks Service, the Nations Capitol, and the Pentagon. Oversees negotiation of fees and support costs from these agencies and ensures prompt payment for the services rendered, such as, but not limited to police support, equipment, grounds maintenance and transportation. Coordinates with Economic Impact Boards of Washington, DC and Northern Virginia agencies, counties, and municipalities to reduce fees in lieu of the over $100 million of annual economic impact generated by the marathon. Ensures the laws and regulations of each jurisdiction are complied with. Facilitates the Command-and-Control coordination within the National Capitol Region for the MCM and Marine Corps Historic Half events which are a Program 1 Category B activity.
Develops MCMO policies, publishes the MCMO Operations Plan and Order, MCMO Base Bulletins, and Marine Corps wide traffic messaging concerning MCMO events.
Maintains strong community relations and leadership by coordinating with, and providing direction to, nonprofit organization, military running teams and military organizational events relating to running and associated sports. Coordinate the training of Team Marines activities in preparing them for the Challenge Cup, Conseil International du Sports Militaire (CISM) and Warrior of the Sea competition.
In coordination with the Marine Corps Communication Strategy, conducts interviews, authors/publishes article, arranges for national press and media coverage of the Marathon, its runners and support personnel programs and related events to widely publicize the MCMO mission and project a positive image of the Marine Corps. Maintains sportive relations within the local communities through lending assistance and advice, making public appearances and maintaining open dialogue with members and leaders of the community. Maintains liaison with the Chairman, MCM Adhoc Publicity Committee on current public relations issues.
Organizes, produces and conducts a competitive long distance running event that meets the minimum standards for International Olympic trials and qualification. Oversees the design of all racecourses, which includes, but is not limited to fluid and food replenishment stations, on site medical services, emergency action and evacuation services, security, race monitoring, timing, data processing, communication, and operation control. Additionally provides supporting race activities such as, but not limited to a support base with a start line, finish line, on site medical services, hospitality services, press and media support, entertainments, information services and security. Makes on site decisions for racecourse modification, procedures and logistical support ensuring a safe event that complies with USATF rules and adheres to national industry standards.
Must travel to attend MCM races, meetings, conferences, and expos; to promote races by attending other agency expos; to market races by handing out MCM materials and speaking to runners; and to solicit vendors to participate in races.
EVALUATIONS:
MINIMUM QUALIFICATIONS: A four-year degree from an accredited university preferably in business administration or public affairs is highly desirable. Five years of executive level experience that demonstrates expert knowledge of management principals in the areas of planning, budgeting, staff management, community relations and public affairs, marketing, event administration, public policy, government regulations, and industry forecasting. Experience in coordinating internal/external security, medical, and event operations for a major sporting event, national security event or Department of Defense event involving 30,000 or more participants.
Knowledge of USA Track and Field long distance running rules, regulations, and Road Runners Club of America (RRCA) grass-roots efforts. Ability to direct, supervise and evaluate personnel in the performance of their duties. Ability to make sound and ethical financial decisions. Knowledge of military protocol and procedures, sponsorship requirements, marketing priorities, purchasing, contracting and financial accounting methods. Refined communication and public speaking skills; personable and customer oriented. Must be able to obtain a passport for travel outside of the United States.
