DUTIES AND RESPONSIBILITIES:
Forecasts and estimates program requirements using special reports, statistical and graphical analysis, project summaries from schedules, flow charting, review of work methods, evaluation of obligation and expenditure rates, cost analysis, etc. Reviews program surveys, special studies, project reviews, literature searches, fact finding, etc. to identify trends, problem areas, inefficiencies, and inconsistencies in operations.
Uses numerous automated systems to monitor program performance, perform statistical, trend, and problem analysis, and to develop and implement new methods to control and support Interrelated program areas. Prepares programmatic reports, justifications, charts, graphs, statistical and brief narrative data, etc., for top-level presentations and briefings. Develops modifications, revisions, and implementation of procedures to improve the effectiveness and efficiency of program operations.
Leads discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.
Advises senior management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures.
Supervises a subordinate staff comprised of at least three or more Program Analysts with a GS-13 full performance level. The subordinate staff may include GS-11, GS- 12, and/or GS-13 in a variety of job series (0300, 0200, etc.). Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Sets performance standards and appraises work of employees. Identifies developmental and training needs of employees; provide and/or arrange for needed development and training. Hears and resolves employee complaints and refers more serious grievances to higher authority with recommendations for resolution.
Counsels' employees on work and management policies. Effects minor disciplinary actions such as reprimands and warnings, recommends other action in more serious cases. Initiates personnel actions for recruitment, reassignment, promotion, reclassification, etc. and interviews and selects employees for vacant positions. Actively supports special programs such as EEO, safety, internal controls, etc.
Performs other duties, as assigned.
