Incumbent manages the N94P online and digital footprint, executes digital and email promotional campaigns, recruitment marketing and conducts market and product research to identify the best ways to reach FFR and external customers through digital outlets.
Duties include but are not limited to:
Ensures the consistency and accuracy of N9 Website content, supports HQ and regional N9 marketing staff/content contributors, and identifies digital media solutions, which will enhance N9 region/installation marketing ability to effectively support the Fleet, Fighter and Family.
Supports and develops plans and executes all social media, web and mobile aspects of N9 programs’ strategic marketing campaigns including establishing and maintaining effective relationships with HQ program directors and key staff (internal and external audiences) with an overall goal of increasing Navy-wide awareness of FFR programs through Web-based mobile and digital communications and emerging technology, either individually or in cooperation with N94P.
Develops recommendations for improving the marketing strategy based on analysis of feedback from affected or interested audiences; and communicating with field FFR professionals.
Supports the management of the N94P online and digital footprint, leads the hiring and recruitment marketing efforts, and executes digital/email promotional campaigns, and conducts market and product research to identify the best ways to reach potential candidates and FFR customers through digital and out of home outlets.
Develops and manages digital content and media deliverables by way of linear and non-linear web-based applications (e.g. content management systems (CMS), databases, social and interactive multimedia, etc.). Includes the proper integration of coding, graphics, editing, aesthetics, visual congruity, confidentiality, and controlled content.
Maintains current Web/Mobile system information through online and offline digital application systems; coordinates with development contractor on content and digital application updates, and mobile applications and updates; and provides suggestions for implementation of new methods, strategies and ways of communicating with FFR customers.
Conducts studies to determine end-user and hardware/software requirements, and to recommend courses of action to achieve product/service desired output in support of the management of digital content.
Coordinates with the CNIC Public Affairs Officer (PAO) to identify, develop and facilitate relationships between local and regional media outlets outside the Department of Defense (DoD).
Ensures FFR brand and messaging standards are maintained on all digital media solutions.
Provides technical content support, training and service to HQ and regional/installation N9 marketing staff and content contributors.
Uses a variety of digital marketing techniques to share information about N9 programs with emerging customers, including social media platforms, mobile instant messaging, wireless text messaging, electronic newsletters, digital advertisements, podcasts, and other interactive technologies.
Maintains and enhances N9 programs’ websites presence, in compliance with DoD and Department of the Navy (DON) policies.
Updates websites internally using content management systems.
Performs regularly scheduled digital media, social media and site audits to find, diagnose and report or repair website issues, including broken links (both internal and external), typographical errors, and formatting inconsistencies.
Identifies analytics and user experience measurement mechanisms and metrics, and creates methods of reporting and tracking in order to analyze the effectiveness of N9 digital marketing efforts.

Knowledge of the mission, goals, and principles associated with the management of the military programs, as well as strong marketing connections, resourceful networking and information-gathering skills.
Knowledge of DoDmandated communication requirements, including media relations, internal media, social media, website policies, and community relations.
Knowledge of commercial sponsorship and advertising and how it relates to digital marketing principles and awareness of the latest trends in customer outreach.
Ability to communicate and work effectively with the Office of General Counsel regarding marketing, digital media, commercial sponsorship and advertising and policy related items.
Knowledge in the marketing campaign support of a multimillion dollar commercial sponsorship and advertising program.
Knowledge of website/mobile solutions best practices and emerging trends/technologies i.e. LinkedIn, Indeed, Facebook etc.
Knowledge of effective strategic communications principles and practices.
Skill in developing and implementing marketing strategies in support of enterprise digital monitor programs.
Skill in developing and implementing marketing strategies and campaigns to increase awareness and acceptance of N9 or like programs and services.
Skill in troubleshooting potential issues with digital platforms.
Skill in analytical and creative ability, resourcefulness and initiative to accomplish a broad spectrum of tasks on an independent basis.
Skill in establishing and maintaining effective and cooperative working relationships with representatives of community organizations and community leaders, some of whom may have indifferent or opposing points of view and conflicting interests.
Ability to produce written materials that convey complex and sensitive information.
Ability to work effectively and harmoniously with high-level officials in military, other government and civilian organizations.
