The National Science Foundation (NSF), an independent agency of the Federal Government, is authorized and directed to initiate and support basic scientific research and education programs, strengthen scientific research potential and science education programs, appraise the impact of research upon industrial development and upon the general welfare, award scholarships and graduate fellowships, and foster the interchange of scientific information among scientists in the U.S. and foreign countries.
The Chief Diversity and Inclusion Officer (CDIO), Office of the Director, serves as the agency's senior leader responsible for providing vision, strategic leadership and management for ongoing agency-wide programs and new initiatives related to diversity, equity, inclusion, and accessibility (DEIA). Working collaboratively across NSF, the CDIO will leverage expertise and knowledge of best DEIA practices, coupled with strategic vision, to develop, facilitate, and assess incorporation of DEIA into the NSF culture. The CDIO will be responsible for advancement of the DEIA Strategic Plan; Special Emphasis Programs; Employee Resource Groups, and other related functions. This position will ensure that DEIA issues remain a priority at NSF and provide, an organizational channel for Agency-wide accountability.
It is NSF policy that NSF personnel employed at or IPAs detailed to NSF are not permitted to participate in foreign government talent recruitment programs. Failure to comply with this NSF policy could result in disciplinary action up to and including removal from Federal Service or termination of an IPA assignment and referral to the Office of Inspector General. 1. Demonstrated experience overseeing, managing, and developing DEIA initiatives, analyzing policies and workforce data, and providing expert guidance on DEIA related management priorities, strategic plans, and policies for a large organization or agency within either the public or private sectors.
2. Demonstrated ability to shape overall DEIA strategy and lead a team responsible for guiding efforts through programs, outreach, and guidance across the organization and impacted communities in order to achieve DEIA goals.
3. Demonstrated ability to lead broad base committees and collaborate with individuals or groups responsible for guiding, driving, and implementing DEIA key strategies, and serving as a liaison to the organization leadership for a large, complex organization.

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions.
The position may also be filled on an Intergovernmental Personnel Act (IPA) assignment basis. Under the provisions of the IPA, assignees remain on the payroll of his/her home institution and the institution continues to administer pay and benefits.
