ABOUT THE POSITION
Provides functional management oversight over the following programs: Category Management, Government Purchase Card Program, Sustainability, Industry Engagement, Acquisition Business and Information Systems and Contractor Performance Assessment Reporting Systems (CPARS). Uses cost effective techniques to maximize DHHS' flexibility to achieve quality, timeliness and economies of scale through acquisition support programs such as category management, sustainability and purchase card programs.
The incumbent shall oversee tailored strategies and actions to reduce unaligned contract spend and execution of plans to increase use of best-in-class contract solutions. Implement and maintain efficient processes and policies to support federal category management goals. Actively works closely with industry to understand the direction of the marketplace and incorporating innovative approaches and solutions to meet HHS contracting needs.
Addresses plans to drive efforts that address federal policies and goals to include statutory small business goals and other socioeconomic requirements. Actively develops and implements a category management business model that will enable the federal DHSS to eliminate redundancies, increase efficiency and effectiveness in service delivery.
Actively implements and oversees the Government Purchase Card (GPC) Program. Guides and provides expert consultation on streamlined approaches for small purchase and simplifying administrative efforts
associated with procuring goods and services under the micro-purchase threshold. Maintains DHHS program policies and procedures in accordance with prevailing federal policies.
Establish management direction for the Sustainability Procurement Program and an integrated strategy with acquisition-related goals for purchasing green products. Establish and maintain policies and
procedures to ensure DHHS contracts contain appropriate sustainable practices clauses or requirements to comply with the provision of applicable laws, regulations, and Executive Orders.
Maintain Departmental industry engagement plan and establish collaborative strategies to work with vendors and industry associations to ensure lines of meaningful communications. Stimulate collaborative communication between HHS acquisition offices and industry partners.
Provide guidance and oversight for the HHS Consolidated Acquisition Solution and provides the framework
to implement acquisition business processes from concept of need through contract close-out. Executes consolidated acquisition solutions for the Department and provides a requisitioning process through iProcurement along with various processes supporting pre and post award contract execution.
The incumbent consults and collaborates with the DAS for Acquisitions and other top-level agency and other Federal officials on a wide range of strategic transition plans, programs, management methods and policies, which will improve business practices, processes, and systems. Knowledge of management principles pertaining to large government and corporate organizations is key for this role along with a demonstrated ability to lead change, lead people, and achieve results through building partnerships and coalitions.

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
