The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
SPECIALIZED EXPERIENCE GS-15: To be eligible for this position at the grade 15 level, applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Demonstrated experience applying a mastery level of knowledge of executive orders, regulations, principles, practices and techniques of human resources, and knowledge of objectives, principles, policies, and procedures of personnel management in the federal service to provide to provide integrated solutions to human resources issues. Expert level expert knowledge of and experience addressing current issues, problems, and procedures in federal and non-federal sector human resources disciplines to develop agency policy and provide a wide range of advisory services and a high level of consultative support; in depth experience with HR issues and system in order to advise and assist management in the interpretation and execution of Federal laws, executive orders, negotiated contracts and agency specific guidance; Experience using oral and written communication techniques to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties. Experience using consulting and facilitation techniques and methods to explain, persuade, guide, counsel, question, and respond regarding extremely complex and complicated concepts and situations to a wide variety of people including senior management or executives with varying technical expertise, educational background, organizational knowledge and often strongly-held points of view.
