Provides expert assistance and advice on programmatic internal/external procedural and technical policies, concepts, processes, goals, objectives, strategies, initiatives and efforts, as well as impacting regulations. Troubleshoots and consults with management on any issues that have wide impact and formulates definitive positions in identified areas. Reconciles conflicting technical viewpoints and explores alternative courses of action to accommodate management needs and considerations.
Provides oversight and monitors the development of policies and procedures for preventing, detecting, reporting, and handling instances of alleged or suspected misconduct in science and for the research misconduct operations of the Public Health Service. Maintains continuing, close, and effective liaison and promotes and develops effective communications with the heads of research organizations and individuals of the private and public sectors.
Provide oversight of the office's financial, human capital, and resource planning activities. Provide advice on program needs and future directions for resource allocation based on experience with ongoing activities of the office.

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
Standards of Conduct/Financial Disclosure
HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings.
