As a Supervisory Accountant, you will perform the following duties:
Develops management strategies, policies, procedures and practices developed to improve the overall financial management of an organization. Plans, develops and coordinates financial management improvements; developing policies, procedures, and processes related to financial operations. Serves as the principal advisor to the Director of Financial Management (BG) regarding a variety of accounting policies, processes, methods and practices. Recommends solutions to unusual and complex accounting issues in addition to Financial reporting requirements mandated by the Department of Treasury, Office of Management and Budget (OMB), etc. Ensures GSA's financial and mixed information systems are operating effectively to accomplish their intended purposes and achieve useful results, both in terms of quality of financial information and compliance with external financial management systems and accounting principles, standards and requirements.
Develops and executes agency programs and projects to account for, report on, review and analyze accounting data and other financial management information. Determines financial management information and operational needs, makes recommendations, and monitors financial systems and programs. Thoroughly researches and analyzes technical accounting and reporting issues and makes recommendations to leadership. Builds collaborative relationships across GSA, Treasury, OMB and other federal agencies to facilitate problem solving. Demonstrate flexibility around everchanging requirements in an environment of limited, scarce resources. Creatively solve complex problems in an environment with competing priorities.
Determines programs and projects to be initiated, and timelines for assigned projects. Develops medium and long range plans concerning areas of emphasis by programs, etc., based on new or anticipated requirements. Develops and executes agency programs and projects to account for, report on, review and analyze accounting data and other financial management information. Performs and directs audit liaison duties for the Office of the Chief Financial Officer (OCFO) to include interfacing/working with the OIG/Independent Auditors concerning financial audits and the annual financial statement audit. Supports development and execution of the audit schedule and oversees OCFO responsibilities to ensure management’s deliverables are met. For matters pertaining to the division’s responsibilities, oversees the development of corrective action plans to resolve material weaknesses, significant deficiencies, or other findings discovered during audit to include monitoring of those plans.
Plans work schedules, to assure an even flow and distribution of work; make changes in organization of work or assignment of functions to staff to improve workflow and productivity. Formulates and issues verbal guidance or written instructions and procedures for non-routine or complex assignments. Develops employees’ performance standards and makes formal appraisal of work. Gives advice, counsel and/or instructions to employees. Identifies developmental and training needs of employees, provides or arranges for needed development or training. Finds ways to improve production or increase the quality of work produced.

BASIC ELIGIBILITY: All candidates for Accountant positions must meet one of the following basic qualification requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor"); OR
B. Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
• 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
• A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
• Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
SPECIALIZED EXPERIENCE:
In addition to the basic requirements stated above, candidates must have one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is professional accounting experience that included planning, directing, organizing and implementing comprehensive financial, accounting and/or payroll programs and/or systems; reviewing, evaluating, and controlling financial/accounting program operations, proposals, and developments; and providing expert professional and technical guidance to senior level officials.
This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of the announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
