Duties

Help

  • Serve as a senior Contract Specialist with the Office of the Inspector General (OIG), responsible for providing support and guidance for the development and enforcement of acquisition policies and procedures employed by the Acquisitions Division (ACQ).
  • Provide contracting technical guidance and assistance to all organizations within OIG.
  • Serves as a contracting advisor to the Program Manager or the Program Executive Officer in the acquisition planning process
  • Serves as a mentor and trainer of junior contract specialists and to employees at all organizational levels to ensure constant skill development, appropriate career progression, and improved work-environment.
  • Responsible for pre-award and post-award functions involving highly specialized procurements of significance and sensitivity.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required:

  1. At least five (5) years of relevant experience with a wide variety of contract types; preparing, managing solicitations and negotiating contracts.
  2. Strong customer service skills and ability to collaborate and work with others.
  3. Excellent written and verbal communication skills, and an ability to function and drive to clarity in an environment of flexibility, creativity and sometimes ambiguity.
  4. Experience with a variety of contract services, e.g., communication, IT, human resources, audit, financial review, consulting, marketing, sponsorship, Interagency/Cooperative Agreements
  5. Knowledge of PRISM contract writing system
  6. FAC-C/ DAWIA level 3

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  3. Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  4. Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
