The area of consideration for this position is all groups of qualified individuals within the civil service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. In concert with the Director, the Deputy Director ensures JASD programs and projects are organized and conducted for safety and success and in a manner consistent with National, Agency, and Directorate policies. The JASD Deputy Director provides leadership oversight to the planning, coordination, and development of Government space-based operational weather and climate programs and projects including the Joint Polar Satellite System, Geostationary Operational Environmental Satellites R Series, Space Weather Follow-On, Geostationary Extended Observations Program, Deep Space Climate Observatory Project, and other programs and projects.
The JASD Deputy Director provides support to the Director in fulfilling the following responsibilities:
- Provides executive leadership, strategic direction, and executive management for all elements of the JASD organization and its programs and projects.
- Negotiates agreements and develops strong working relationships with other domestic and international organizations and governments as necessary to support JASD priorities.
- Serves as an executive-level liaison with NOAA and other government agencies on matters pertaining to JASD.
- Coordinates the establishment of program-level requirements with the SMD Associate Administrator and the NOAA Assistant Administrator for Satellite and Information Service.
- Ensures sound program and project management practices are followed in the implementation of JASD programs and projects to ensure their safety and success and that commitments are met.
- Develops and presents to the SMD Associate Administrator and external entities (e.g., Congress, Office of Management and Budget, Office of Science and Technology Policy, and other Federal Agencies) detailed plans necessary to accomplish JASD strategic goals.
- Coordinates with other offices within NASA on matters related to NOAA portfolio.
- Serves on interagency panels/working groups related to terrestrial and space weather forecasting and research.
- Directs the allocation and reprogramming of resources, including maintaining an organizational structure aligned to promote efficiency and achieve results in accordance with delegated authority and strategic objectives.
- Provides executive oversight to budget formulation and executes timely transfer of interagency funds to various NASA centers and affiliated entities.
