As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.
Specific Duties
The incumbent carries out the following specific responsibilities:
1. Serves as consultant and advisor to the Bureau of Land Management's (BLM's) Director/Deputy Directors, Assistant Directors, State Directors and other leadership staff regarding law enforcement and security principles, practices, and procedures applicable in this highly complex and important function. .
2. Administers and provides overall leadership and direction for the BLM's law enforcement, security and protection operations and ensures they integrate with the agency's natural resource management activities in addition to serving as a technical expert in the area of law enforcement, security and protection to various national/international organizations and assures the administration of a sound law enforcement program within the BLM.
3. Provides overall leadership and direction for the law enforcement, security and protection operations including planning, organizing, developing, and administering the a national law enforcement program in addition to integrating natural resource management and protection activities with law enforcement in support of the multiple use of natural resources and facilities.
4. Identifies and evaluates deficiencies in existing policies and regulation and identifies the need for new improved-policies, and completion of legislative and regulatory proposals that require intimate familiarity with the attitude towards law enforcement and natural resources management expressed in a variety of news and informational media.
5. Provides direct and indirect supervision to the BLM's law enforcement and security personnel and provides oversight and determines adherence to established standards through field visits and program/activity reviews.
6. Analyzes, reviews, and evaluates law enforcement initiatives to ensure their objectives, approaches, and practices conform to current requirements and policies, and helps to redefine and modify elements of these programs to support the BLM's mission accomplishments.

This evaluation will determine which applicants are best qualified. Each candidate's background including experience, education, awards, self-development, and training will be reviewed. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
AGE REQUIREMENT
There Is a maximum entry age of the day before your 37th birthday for entry into law enforcement officer positions. Applicants who have previously been employed in a Federal law enforcement officer position covered by 5 U.S.C. 8336(c) or 5 U.S.C. 84l2(d) are not restricted from applying.
PRIMARY LAW ENFORCEMENT REQUIREMENT
Experience in primary/rigorous law enforcement position(s), or equivalent experience outside the Federal government, is a mandatory prerequisite (5 CFR 831.902 & 5 CFR 842.802).
FIREARM REQUIREMENT
This position requires that the incumbent meet initial and continuing qualifications in the use of firearms. Within the first 120 days of being appointed the selectee must successfully complete or have completed the eight-week basic criminal investigator course at the Federal Law Enforcement Training Center in Glynco, GA, or an equivalent course.
No positive education is required for this position.
