The Analytics and Decision Support Division (BIA) within the OCFO collaborates with GSA strategic partners and CFO colleagues to identify priority areas for improvement, then leverages our deep technical and business knowledge to develop innovative solutions and actionable insights to impact agency outcomes.
GS-13 Duties: Provides broad assistance in developing performance guidelines and requirements within the parameters established by Congress, OMB, and the Chief Financial Officer and oversees their implementation Ensures that these guidelines are effectively implemented in organizational performance data models. Analyzes, formulates, and implements metrics, data strategies, data governance frameworks, to support the completion of project deliverables. Continuously reviews high level documents including: performance plans, data strategy documents, risk management documents, performance data governance documents, and related justifications and makes recommendations to the Director, the CFO, and the Office of the Administrator concerning performance objectives and/or data strategies of the agency. Develops and provides guidance for improvements, cost saving and/or "good practices" in the operational and overhead methods and procedures within OCFO. Consults with stakeholders to determine benchmarks marks and implement best practices. Conducts analysis, surveys, and assessments of OCFO program performance especially where deficiencies are revealed by client complaints. As appropriate, designs, develops, and recommends corrective action in the form of changes in policies, organizations, and procedures. Provides authoritative advice and guidance to the supervisor by managing special projects which have OCFO, GSA wide implications. Develops project scope, identifies project scope, identifies project resources,
formulates plans and ensures that projects are completed according to timeframes and deadlines.
GS-14 Duties: Serves as an analytical expert in conducting performance planning and analysis for major complex program areas involving multiple funding sources. Leverages statistical methods, advanced mathematics, computer programming, and other analytic skills to provide organizational performance insights to performance coordinators, program managers, and GSA executives. Researches, analyzes, evaluates and reports on statistical data, data aggregation methods, analytic deployment methods, and develops written input for briefings, data-calls, meetings. and other key deliverables. As a technical authority in the area of data management and analysis, acts as a troubleshooter for key management officials on a diverse range of issues, projects or concerns requiring an overview of the total operation with respect to resolving significant and controversial situations. Conducts comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance (i.e., actual limits of the project are developed as the study proceeds). Provides authoritative advice and guidance to the supervisor by managing special projects which have OCFO, GSA-wide implications. Project outcomes have significant impact on the effectiveness and efficiency of OCFO and GSA, as a whole.

The GS-13 salary range starts at $93081.00 per year. The GS-14 salary range starts at $109993.00. Locality pay will be based off the selection geographical location. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
GS-13: To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience analyzing and measuring data on the effectiveness, efficiency and productivity of administrative or technical programs; conducting studies, analyzing findings and making recommendations on substantive programs; identifying metrics to define and interpret the success of initiatives; conduct studies using quantitative and qualitative methods to analyze key data to make recommendations on program effectiveness leveraging common data tools and strategies; communicates effectively with stakeholders to identify project outcomes; effectively develops and presents appropriate data through visualizations to support decision-making.
GS-14: To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience using data to analyze and measure the effectiveness, efficiency and productivity of administrative or technical programs and articulating their performance against strategic objectives; conducting studies, analyzing findings and making recommendations on program effectiveness or performance; Works with stakeholders to identify needs, develop and communicate project objectives, set timelines, manage resources, resolve significant problems, determine solutions, develop and present findings using compelling qualitative and quantitative visualizations that influence key decisions and improve organizational outcomes.
