This announcement is open ONLY to current permanent employees of the Veterans Health Administration. This includes current permanent full-time Hybrid Title 38 and permanent full-time Title 38 employees.
The HUD-VASH program is a collaborative effort between the U.S. Department of Housing and Urban Development (HUD) and the Department of Veterans Affairs (VA). This program combines HUD Section 8 rental assistance vouchers with the VA Social Worker's provision of intensive clinical, supportive and case management services to move Veterans and their families out of experiencing chronic homelessness and into permanent supportive housing. The primary components of the program are VA clinical, supportive and case management services designed to improve the veteran's physical and mental health and to enhance their ability to achieve stability to remain safely housed and reintegrated into the community.
Currently the VA Boston Healthcare System's HUD-VASH Program oversees one Enhanced Use Lease (EUL) project based voucher (PBV) residence located on the Brockton VAMC campus consisting of 14 efficiency units, 35 efficiency units of housing at the New England Center and Home for Veterans in downtown Boston and 25 efficiency units at the Brighton Marine center for veteran services in Brighton, MA. There are plans with several other community providers of veteran services to eventually create and collaborate on opening and operating more HUD-VASH PBV residences in the Boston and Brockton areas over the next several years.
The GS-12 HUD-VASH PBV Social Work Supervisor works for the VA Boston Healthcare System's HUD-VASH Program stationed at the Jamaica Plain campus. They will provide leadership of and supervision to the HUD-VASH Program PBV clinical case management staff working full-time with veterans who experienced homelessness, many for long periods of time, and have moved to VA Boston HUDVASH PBV residences. The incumbent will carry a smaller caseload and provide services necessary to ensure that Veteran care is coordinated with the VA medical center, community health, mental health providers, and other agencies that serve populations experiencing homelessness either directly or through referral. The incumbent will be responsible for clinical supervision of up to 6-8 clinical staff in the HUD-VASH Program.
The majority of Veterans enrolled in the HUD-VASH Program require long term treatment provided through a well-defined program which includes psychiatric and addictions assessments, supportive therapeutic supervision, clinical case management, medical consultation, biopsychosocial treatment and rehabilitation, supportive, individual and group therapy, occupational therapy, psycho-education services for vocational counseling and rehabilitation, substance abuse counseling, and socialization. The program is comprehensive and requires extensive coordination among a wide variety of staff and treatment components to ensure its success. The program requires active interface with the staff of other outpatient and inpatient treatment components.
The incumbent's responsibilities are varied and reflect the multitude of services that make up the quality provision of community-based outreach and biopsychosocial health treatment to Veterans suffering from serious chronic illnesses and substance abuse and dependence. The incumbent is responsible for the development, coordination and delivery of high quality and intensive Social Work Services that are provided by the program and involve multiple responsibilities and accountability requirements. The incumbent will collaborate closely with the property management companies and landlords involved to address and resolve Veteran and/or management concerns.
