The incumbent serves as the Marine Corps Community Services (MCCS) Camp Pendleton/Barstow Compliance and Risk Management Division Director who is responsible for coordinating and implementing policy and a compliance and risk management framework across MCCS. The incumbent supervises efforts regarding compliance with oversight processes and performs evaluations and assessment of policy development, risk management functions, asset protection, analysis and oversight of organizational compliance efforts and assessment. The incumbent develops plans, budgets, and schedules while carrying out major projects while ensuring that plans are developed to enable MCCS to gain and maintain compliance with all applicable orders, directives, and policies. The incumbent is responsible for planning and organizing efforts that assist with ensuring compliance with all Headquarters Marine Corps directed requirements to include accreditation, Functional Area Inspections/Checklists, and all other inspections and audits while conducting management reviews to identify risk and sustainability issues. Provides regular updates to the MCCS Assistant Chief of Staff and Deputy Assistant Chief of Staff on compliance and risk management opportunities while ensuring short, mid and long term compliance planning. Provides monthly, quarterly, semi-annual and annual assessments on compliance and risk management issues. The incumbent oversees planning efforts to prepare for audits, inspections and reviews which are intended to evaluate management’s internal controls to achieve effectiveness and efficiency of operations, reliability of financial reporting and compliance with laws and regulations. The incumbent coordinates directly with multiple stakeholders in an effort to develop, coordinate and receive feedback from the Marine Corps Non-appropriated Fund Audit Service (MCNAFAS), Command Inspector General’s Office, HQMC (MR/MF) and any other internal or external audit service. The incumbent develops processes to address timely corrective action while tracking progress and providing regular effective feedback to the MCCS AC/S and Deputy AC/S. Oversees the organization’s full capacity of security programs to include Asset Protection and the general security of all MCCS activities; Fraud Watch exception base reporting system; Anti-Terrorism program involving the training of employees, planning, and participation of Force Protection Exercises. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse. Responsible for the review and auditing of the Government Credit Card Program, Payment Card Industry (PCI), Game Warden Permit programs and the end of year inventories for all activities. Oversees the MCCS safety program, fire regulation compliance, sanitation regulations, loss prevention and Manager’s Internal Control Program (MICP). Ensures close coordination with the Base Safety Office. Directs and /or conducts investigations into allegations of management or employee failure to comply with policy, regulation or statute.
Conducts studies of organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods and procedures. Ensures detailed coordination with MCCS Division’s to enable planning, evaluation and inspection preparation of all Functional Areas, audits, levels of service and inspections applicable to DoD, DoN and USMC policy. Conducts independent research to identify innovations and emerging trends which may be useful to the management of MCCS operations. May independently conduct strategic evaluations and comprehensive quantitative or qualitative evaluations of the effectiveness, efficiency, and sustainability of MCCS programs. Conducts performance of Internal Management Control Reviews (IMCRs) as required by various orders and directives, and reviews final reports prior to issuing. Ensures follow-up on required corrective actions required as a result of IMCRs and other inspections. Collaborates and consults with key management officials to build consensus to resolve issues that involve asset protection and how the agency does business regarding such things as the Management Internal Control Program, analytical and process improvement tools that are used to reduce risks, corrective action plans, and improvement of the overall effectiveness of the organization. Facilitates multi-year planning and analysis of the MCCS enterprise to provide actionable information and recommendations to MCCS leadership, Provides recommendations for programmatic and administrative policies that directly impact the MCCS mission. Conducts long and short-range resource requirement forecasts, program reviews, and evaluations. Identifies new developments or issues which require innovative actions and makes or recommends decisions to meet new goals.
EVALUATIONS:
Bachelor’s degree in business or a related field appropriate to the work of the position AND five years of experience in the occupation or a related field or work area; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above; OR appropriate experience that demonstrates the knowledge, skills and abilities equivalent to that gained in the above. Skill to supervise employees in accomplishing work. Specialized experience that demonstrates knowledge and skills outlined in the above position.
Must successfully obtain and maintain a Tier 3 / secret clearance.
