As Deputy CIO, the incumbent shares responsibility and delegated authority for the oversight, administration and operations of the Office of Chief Information Officer (OCIO). In close collaboration with the CIO, the incumbent is responsible for planning, reviewing, monitoring, and directing overall programmatic and operations consistent with the OCIO mission and goals. The incumbent shares responsibility for the direction and management of large-scale operations to efficiently and effectively achieve specified goals and objectives.
The Deputy CIO and CIO are responsible for the Library's information technology (IT), operations, strategy and alignment with the Library's mission and objectives. The incumbent, in support of the Library's goals and operations, leads overall IT planning. Using current knowledge and future vision of IT and management, the CIO evaluates and proposes enterprise-wide changes to existing IT delivery and services. The incumbent shares responsibility for managing the following major organizational subcomponents: Digital Strategy, IT Governance, IT Financial Management, IT Quality and Performance Management, IT Security, Business Continuity/Disaster Recover, IT Communications, IT Administrative Services, IT Design and Development, IT Partner Engagement, Project Management Office, and IT Service Operations.
The incumbent plans, executes, and evaluates the Library's IT operational, planning and IT related activities, including all aspects of the Library's IT systems. Ensures that all such activities and systems are available to support the agency's objectives and missions and that all relevant regulatory standards are met. Monitors and evaluates program effectiveness with a view toward efficient accomplishments of objectives, avoidance of duplication and maximum utilization of funds and staff. Identify, evaluate and disseminate best practices and technologies to meet Library-wide needs.
The Deputy OCIO and CIO establish and enforce unified Library standards for IT resource management policies, programs, and activities for evaluating the quality, effectiveness, and use of all the agency's systems and processes to meet the program and administrative needs of the agency and its stakeholders. The incumbent is responsible for the security and reliability of the Library's IT systems and for ensuring those systems' viability and flexibility in the light of uncertain future demands. The incumbent supports the specialized legal and operational requirements for LOC organizations that have specific IT requirements. Participates in agency wide management activities, including planning and budget, as well as providing leadership and guidance to the employees of the staff of the OCIO.
The Deputy CIO develops programs that incorporate IT needs of other service units within the agency, providing the agency and its officers with timely and practical advice and guidance, and seeing that appropriate solutions are implemented. Responsible for assessing the relative benefit of various investments to provide the most cost-effective, complete service to the public and statutory customers. Determines and justifies the best ways to spend scarce resources to achieve strategic goals.
The Deputy CIO and CIO provide direction and executive leadership to the Library’s IT staff. Recruits and develops appropriate, competent personnel for the dynamic IT needs of the agency. Regularly solicits and evaluates staff needs in light of agency resources and requirements. Sets performance standards with agreed-upon outputs and conducts performance evaluations to assure that outputs are produced or accomplished and that subordinate managers and supervisors are held accountable for the performance of their organizational units. Provides overall direction for IT staff by fostering a positive work environment where groups or individuals can successfully complete complex tasks and develop and/or champion new initiatives.
