Major Duties:
The Federal Energy Regulatory Commission (FERC) is looking for an experienced senior level executive to serve as the Director, Office of Enforcement. The selected individual will be vital in providing vision and leadership and guiding the evolution and operation of energy markets to ensure effective regulation and protecting customers through understanding markets and their regulation, timely identifying and remedying market problems, assuring compliance with rules and regulations, and detecting and crafting penalties to address market manipulation. As part of our goal, we are seeking highly skilled individuals to assist in carrying out the mission of this agency.
-- Manages and leads a diverse team of professional and support staff to oversee and assess the fair and efficient operations of the nation's electricity and natural gas markets;
-- Directs staff in: identifying potential and actual problems and opportunities; assessing the ability of various policy options to solve identified problems; investigating actions of market participants to identify potential manipulation; and investigating other possible and alleged rule violations of the statutes administered by the Commission and the rules and regulations there under;
-- Leads staff in conducting operational and financial investigations/audits of jurisdictional companies for compliance with Commission rules and reporting requirements;
-- Provides advice to the Chairman and other Commission staff relating to enforcement authority and assists other offices on rulemakings, docketed cases and other projects as appropriate;
-- Represents the Chairman and the FERC in all matters involving market oversight and investigations and provides relevant testimony to Congressional committees;
-- Provides leadership in administrative adjudicatory proceedings involving alleged violations and oversees the negotiation of settlements to obtain compliance with, and remediate, violations of statutes, regulations, and orders;
-- Recommends the transmittal of evidence of probable criminal violations to the Department of Justice (DOJ) and other agencies and, if approved by the Commission, coordinates with DOJ and other agencies during the resulting criminal investigation and prosecution.
FERC has a certified SES Performance Appraisal System. The salary range for each SES position is determined by the level of responsibility and duties of the incumbent.

To qualify for this position, you must address the following Mandatory Technical Qualifications questions.
Mandatory Technical Qualifications:
1.) Demonstrated experience advising high level officials on issues related to the Commission's regulation and oversight of energy market structure, energy market performance, and compliance of market participants with the Commission's rules for market activity.
2.) Demonstrated knowledge of investigations into potential violations of the statutes, rules, regulations, restrictions, conditions, and orders overseen by FERC.
3.) Knowledge of auditing entities, investigating, and performing market analytics and surveillance for violating rules, orders, and regulations.
4.) Demonstrated ability to work effectively with all levels of staff and to provide advice to high-level officials on enforcement and regulatory policy.
For this position, specialized experience is defined as: You must have specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. This level of experience must demonstrate progressively responsible experience in the leadership/executive and technical areas.
