This position is located in the Plans, Policy, and Analysis (PP&A) Directorate, Business and Support Services Division (MR), Manpower and Reserve Affairs Department, Headquarters, United States Marine Corps. The incumbent serves as the Director of Asset Protection and is responsible for coordinating and implementing asset protection and loss prevention policy and programs for MR-directed programs and support services. Supports the Marine Corps Community Services (MCCS) governance and oversight processes and performs tasks in support of policy development, compliance and risk management functions, asset protection, and strategic analysis. Serves as the subject matter expert and principal author for MR policy pertaining to MCCS Asset Protection. Develops, documents, and evaluates policies and procedures for inventory management, warehouse and receiving operations, cash handling, property control, security, loss prevention, safety, and other business processes.
Provides support for the implementation of a comprehensive system of internal controls to establish and maintain compliance with applicable policy; evaluates compliance with applicable laws, regulations, and policies; develops and sustains a comprehensive internal control environment that supports effective, efficient, and auditable business processes and procedures; facilitates the implementation of an effective Managers’ Internal Control Program (MICP). Conducts management reviews to evaluate compliance and effectiveness of procedures at field commands and ensures compliance with MCCS policies and regulations. Reports discrepancies or noncompliance. Makes recommendations on corrective actions and conducts follow-up reviews. May conduct or monitor periodic merchandise inventories of business operations in the field and assist with reconciliation. Establishes standards of tolerable shrinkage loss for field operations.
Monitors and analyzes business data and other information for inappropriate or fraudulent activities and conducts investigations when warranted. Plans, develops, and conducts analyses for current and planned programs to achieve goals and objectives. Collects and validates data from diverse sources and performs quantitative analysis. Designs and develops methods and reporting tools to maximize the use of systems to evaluate business operations. Conducts and organizes portions of analytical studies and economic analyses for MCCS programs. Evaluates quantitative results and consults with subject matter experts to identify significant factors, relationships, and trends to produce accurate, meaningful and actionable information. Applies standard and customized computer techniques to data collection methods. May develop program surveys, program reviews, and special projects. Recommends plans, alternative courses of action, policies, and future strategies to support goals and objectives. Disseminates information and reports findings and recommendations with Asset Protection and other appropriate personnel. Serves as a direct liaison to field commands, information technology personnel, law enforcement, and contractors.
Evaluates, administers, and monitors asset protection systems such as exception based monitoring and case management systems. Develops standards for installation-level asset protection equipment based on best business practices. Researches and defines corporate asset protection equipment and works with procurement in establishing corporate-wide contracts and pricing.
Attends job-related conferences and meetings. Prepares supporting documentation for presentations and proposals. Prepares correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. Provides assistance in preparation of the budget.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments.
This is a white-collar position where occasional lifting up to 20 lbs may be required.
EVALUATIONS:
Bachelor’s degree in a related field appropriate to the work of position AND three years of experience in asset protection or loss prevention, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR four years of experience in oversight and development of asset protection or loss prevention programming. Certified Fraud Examiner (CFE) certification is preferred but not required. Skill to develop, define, and benchmark initiatives to set policies and procedures in inventory management, warehouse and receiving operations, cash handling, property control, security, loss prevention, safety, and other business processes.
Skill to conduct and organize portions of analytical studies and economic analyses for programs and services. Skill to deal effectively with management level personnel, law enforcement, contractors, information technology personnel, and field commands. Ability to conduct management reviews to evaluate compliance and accuracy of procedures, and data collection at field commands. Excellent writing skills to document policies and procedures.
Technical proficiency in Microsoft Office, especially Excel, and SharePoint is required. Proficiency in a variety of web based exception reporting, case management Asset Protection systems. Experience analyzing and evaluating automated Asset Protection systems, monitoring processes, and analyzing trends to provide status of operations, make improvements, and correct deficiencies.
This is a “covered position” for the Domestic Violence Misdemeanor Amendment to the Gun Control Act for Department of the Navy civilian personnel. Due to contact with firearms or ammunition in accomplishing work, a DD Form 2760 certifying whether or not a “qualifying conviction” for a misdemeanor or felony crime of domestic violence has occurred MUST be completed. The continuing obligation to notify the immediate supervisor of any qualifying conviction through completion of DD Form 2760 is REQUIRED.
Due to “covered position” requirements and required access to the Asset Protection Information System (APIS) one must successfully obtain and maintain a favorable background investigation at the ANACI level.
