Audience Experience & Engagement – strategize ways to procure and utilize customer relationship management (CRM) technology, customer data and analytics to inform strategic decision-making and to adopt a visitor engagement strategy that takes a holistic view of the audience experience across all visitor touch points (digital and physical) and for all audience communities; acknowledging that audience engagement and experience strategies will be tailored as appropriate at the unit level.
Infrastructure Support & Integration – audit Smithsonian digital resources, talent, and media; create a workable and integrated support model necessary to facilitate digital transformation and activity across all units; and address current operational realities such as compliance and process demands around privacy, procurement and technical review.
Learning & Development Resources – develop a strategy to improve and advance the digital literacy, skills and resources of the Smithsonian workforce. This includes identifying, cultivating, and embedding in position descriptions key digital skills and experience, marshalling resources (e.g., procuring necessary hardware and technology tools) and training necessary to lift all units to a standard level of digital capability, and serving as a resource to help units navigate Smithsonian’s policies and processes to achieve their digital goals.
Collections Management & Capacity Building – organize the Institution’s digitization and accessibility priorities to align with its broader strategic approach such as generating K-12 educational resources, advancing signature pan-institutional programs around race and community, and conservation research. Facilitate conversations with Directors and design a workflow that makes the digitization of content a transparent and collaborative process.
Digital Preservation – coordinate Institution and unit level management of digital content, including research, collections, education and engagement, align policies, and ensure long term management and preservation of our institutional resources.
Outreach or Build Partnerships – Develop a plan and strategy for enhancing external partners, including corporate entities, donors and Smithsonian board members.

BASIC QUALIFICATIONS
Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a Bachelors’ degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four-year course of study in an applicable subject matter field. Some experience working in, or with, the federal government is helpful, but not required.
SPECIALIZED EXPERIENCE
In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as leading and implementing an enterprise-wide digital transformation strategy across a large, complex organization with myriad stakeholders.
The applications that meet the basic qualifications will be evaluated further against the following criteria:
1. Demonstrated experience in conceptualizing, planning, and executing a digital transformation strategy for a large, complex organization. This should include goal setting, planning, and implementing programs, and establishing metrics and reporting protocol as well as the ability to use data and leverage analytics to drive strategy.
2. Demonstrated experience using technology and digital tools to engage new and diverse audiences. This should include experience measuring audience reach and impact.
3. Possess strong interpersonal and communication skills to build relationships, trust and credibility. This includes ability to effectively persuade and influence stakeholders and to form successful partnerships with a wide variety of constituencies (i.e., senior leadership, boards, donors, and staff) across an organization.
SUPERVISORY CONTROLS
The incumbent reports to the Secretary and the Deputy Secretary/COO for the Smithsonian Institution. Within broad policy guidelines and objectives, the incumbent is expected to exercise a maximum degree of technical and managerial responsibility for accomplishing program objectives. The incumbent keeps the Secretary and Deputy Secretary/COO informed concerning issues and decisions, and particularly about critical matters affecting financial management programs and activities. Work performed is appraised primarily in terms of overall effectiveness in achieving program goals and objectives.
SECURITY LEVEL
This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been determined to be Public Trust/HIGH RISK. This designation will require 1) a pre-employment Security Agency Check (SAC) for the prospective incumbent; and 2) a subsequent comprehensive background investigation and favorable adjudication in order to continue in the position.
