The Director of the Readiness and Force Employment Division (rFED) serves as the principal staff assistant for all assigned functional areas. The incumbent must have the personal trust and confidence of the Director, CAPE and Deputy Director, Program Evaluation and possess the ability to work effectively with the Secretary of Defense, the Deputy Secretary of Defense, the Joint Staff, senior leaders of the Services and other senior policy making personnel within the Department.

The Director, rFED, conducts studies of resource issues associated with alternative force structures, operational readiness, and the support posture of the Department of Defense (DoD). These studies cover the sufficiency of unit training and equipping, as well as the requirements to supply, support, and maintain forces, including transportation, fuel, training, subsistence, equipment, and related elements. Many of the studies conducted by the incumbent directly inform the Planning and Programming, Budgeting, and Execution process. Others are directed by senior DoD officials in response to special requirements, or are initiated by the incumbent. The studies contribute directly to decisions made by the Secretary and Deputy Secretary of Defense on the DoD force structure and related support and infrastructure activities. Duties include but are not limited to:
Positive Education Requirement - Degree in operations research; or at least 24 semester hours in a combination of operations research, and mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

The Office of Cost Assessment and Program Evaluation (CAPE) was established as part of the Weapon Systems Acquisition Reform Act. The origins of the office date to 1961 with the establishment of the Office of Systems Analysis, which became the Office of Program Evaluation and Analysis in the mid-1970s. The CAPE staff consists of approximately 150 people, including both government civilians and military officers. CAPE's civilian and military staff is highly educated, with backgrounds in a variety of academic disciplines, including physics, economics, engineering, mathematics, biology, computer science, and operations research.
