The Pacific West Region is recruiting for TEMPORARY seasonal positions not to exceed 1039 or 1730 hours work in a service year. Dates of employment will vary between park sites depending on funding, weather conditions and visitation. Within regulatory limitations, the length of initial appointment may be shortened or extended depending on work availability and funding.
**SPECIAL CONSIDERATIONS: **The park is subject to high concentrations of volcanic fumes (VOG) especially sulfur dioxide gas. These fumes are known to be hazardous to infants, unborn fetus, and people with pre-existing heart and breathing problems. Their long-term effects on normal healthy persons are not known.
You will serve as a Biological Science Technician with the Natural Resources Division at Hawaii Volcanoes National Park. Perform routine biological science tasks in support of the endangered Hawaiian goose (Nene) and petrel (Uau) projects. Use established methods to monitor endangered Nene and Uau populations. Monitor and control non-native predators that prey upon endangered birds and other species. Train volunteers to assist with the endangered avian wildlife program. Collect and analyze data from endangered avian populations and produce reports and summaries from that data. You will provide information to other employees and visitors about the endangered avian wildlife program.
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
Temporary positions not-to-exceed 1039 regular hours in a service year may be terminated sooner or extended depending on management needs. Individuals selected under this vacancy announcement are eligible for the possibility of extensions or rehire in subsequent service years.
Physical Demands: The duties of the position requires strenuous physical activity such as climbing, standing, walking or hiking on uneven surfaces and camping in remote areas under all types of weather conditions and elevation ranging from 10,000 ft to sea level. Duties include long periods of standing, walking, climbing across uneven terrain for long distances (>10 miles in a day), bending, stretching, pulling, stooping, kneeling, and lifting and carrying heavy objects and backpacks of up to 50 lbs. Some activities require extended 4 W-driving across uneven terrain. Work areas are often remote and may require extended periods in the field camping up to one weeks at a time. Data entry, analysis and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.
Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments include performing in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, fire lines, fog, tropical hot humid environments, poor visibility areas, deserts, and forests that include hiking and camping in remote areas for up to one week at a time. Work requires occasional flying in helicopters. Field work involved handling live wild animals and carcasses of wild animals. The park is subjected to unexpected VOG conditions that require personnel working in remote areas to participate in the park respiratory protection program. Must attain and maintain the prerequisite physical standards to participate in the Park Respiratory Protection Program
Non-Competitive Rehire Eligibility: Effective May 26, 2018, please note that a temporary seasonal employee can only maintain their non-competitive rehire eligibility if they work no more than a combined total of 1,039 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).
If you have held a temporary seasonal appointment in the past 12 months, and have already worked the maximum 1,039 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1,039 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1,039 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1,039 hours, unless granted an exception by OPM.
