Duties of the position include but are not limited to the following:
Serves as Records and Information Management Specialist leading, planning and managing, providing advice, and support regarding bureau-wide electronic and non-electronic records management issues to Regional, Area, and Field Office staff regarding adequacy of documentation and the creation and management of Service records.
Coordinates with the Service Records Manager and senior staff to ensure regional systems functionality are compliant with the Service's policies, procedures, and business processes in support of the records management program.
Provides assessment of records and information practices to ensure they support the principles of transparency and information sharing throughout the organization, agency and Government.
Serves as a Regional Coordinator for e-records with responsibility to ensure the integrity and reliability of electronic records systems across the Region.
Ensures the Regional Service Electronic Records (e-Records/eERDMS) Management and Support program is in compliance with OPM/DOI/Service Information Management/Records Management general records schedules according to the laws and statutes pertinent to meet records management requirements.
Collaborates with IRTM staff to build Regional records management functionality into the Service's enterprise architecture and ensure all Service information systems incorporate records management functionality appropriate to the records/information assets they support.
Serves as the Regional Records and Information Management Specialist for the interpretation and application of policies and procedures that address Service records management, and its effects on records management for collaborating organizations within the Department, other Federal and allied government organizations, and non-governmental conservation partners.
Serves as the primary Regional contact and specialist regarding the management, retention and disposal of records and information and provides advice and counsel to Regional Management and Project Leaders regarding the interpretation and application of laws, regulations, and policies to individual program operations.
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s) and grade point average or class ranking. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
Ability to review/analyze policy-oriented instruments, identify impact/implication on existing policy, reduce findings to courses of action and/or recommendations, develop recommendations orally and in writing to the decision maker.
Knowledge of laws/regulations governing Federal records management and record keeping requirements, policies, and procedures in order to interpret and provide guidance and training to staff.
Ability to effectively communicate/maintain working relationships in order to provide advice, counsel and training to staff regarding records and information management regulations, policies and procedures.
Knowledge of the field of Records Management, including Federal statues, policy, direction, and guidance issued from Federal agencies, and private sector businesses including specifically knowledge of 44 USC, Chapter 31 - Records Mmgt.
Skill/ability to determine relevant source material, establishing procedures, obtaining pertinent data, performing analysis and drawing accurate conclusions leading to effective recommendations on the records and info management.
