Duties
- Conducts timely, complete review and analysis of Quality Assurance Program work assigned to include, but not limited to, case reviews, claims processing data, field station operations, and focused quality studies.
- Conducts site visits, special studies, and quality assurance validations to ensure the reliability, accuracy, and consistency of field stations disagreement process operations.
- Responsible for timely data gathering and analysis concerning specific areas related to claims processing and field station operating performance.
- Evaluates decision review quality processes for nationwide studies and projects with significant organizational changes.
- Analyzes and evaluates internal administrative operations at OAR as well as within the disagreement processing center and recommends improvements for more efficient operations.
- Prepares the appropriate reports, making recommendations to disagreement processing center Directors for improvements, and coordinates with other VBA business lines to implement disagreement process training for employees to improve performance.
- Serves as a technical advisor to the Supervisory Program Analyst and is a subject matter expert for the Training Management System (TMS).
- Serves as project manager for special assignments to investigate operational issues such as recurring errors, excessive time lags, and system shortcomings.
- Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization.
- Develops new and modified operating instructions and training materials.
- Develops and implements training programs to ensure that OAR field personnel is fully trained in the technical issues of disagreement process adjudication; and/or analyzes the quality and accuracy of case files received from the field and provides technical feedback to field offices.
- Analyzes alternative methods or policies and recommends ways to enhance them or make them consistent with new legislation or management direction.
- Researches Veteran-specific issues and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions.
- Performs in-depth analysis of all aspects of new or established programs/systems/projects in order to identify and adjust program requirements accordingly.
- Identifies actual or potential problem areas, trends, significant program accomplishments, areas of imbalances or other similar factors in the programs involved.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2020.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. Specialized experience for this position may have been obtained through prior job experience as a Decision Review Officer, Rating Quality Review Specialist, Rating Veterans Service Representative, or Management and Program Analyst.
