Performs multiple, varying, and complex assignments under the minimal direction of a manager, team leader, or more experienced professional to plan and conduct activities for NAS projects and programs. May act as a contributing specialist on large work activities or as a project manager for large projects/programs/activities. Applies experience and comprehensive knowledge of qualitative and quantitative methods and techniques to conduct reviews and analyses of processes, policies, and procedures related to the FAA’s Non- Federal Program. Analyzes and evaluates vendor documentation for readiness to move forward with approval and commissioning processes. Coordinates the review, approval, and safe integration of non-federally developed systems and technologies into the NAS. Coordinates efforts related to assumption of operation and maintenance of existing Non-Federal systems and equipment.
Possesses knowledge of the NAS environment with emphasis on key non-federal system types, including Navigation Aids and AWOS'. Researches new non-federally developed technologies and presents findings to peers and management. Identifies potential risks to the NAS resulting from non-federal systems and policy and develops solutions to resolve issues. Participates in creating and assessing Non- Federal Program training for Program Implementation Managers, Non-Federal Technicians, and other FAA personnel. Using analytical data, he/she provides input to the development and testing of the web-based Non-Federal Tool. Collaborates with system users, vendors, planners, engineers, etc., regarding Non-Federal systems and services. Participates in outreach efforts to raise awareness of Non-Federal system policy and procedures. Reviews and analyzes draft regulations, manuals, and directives to determine potential impacts on the Non-Federal Program. Analyzes policy gaps in regards to emerging non-federal technologies and systems. Drafts changes and updates to official documentation, including Orders, Advisory Circulars, supplements, and standard operating procedures.
Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Creates program schedules accounting for team workload. Proficient in core business skills, professional communication, writing skills, problem-solving, organizational skills, and time-management.
Possesses analytical, evaluative, and objective critical thinking skills. Prepares a variety of technical documents and presentations summarizing conclusions and/or recommendations. Briefs management on reviews, findings, recommendations, challenges, risks, etc. Cultivates positive relationships and professional partnerships with internal and external customers.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to develop new approaches. Assignments regularly require the interpretation of internal and external policies and extrapolation from precedents. Resolves most problems and work issues without the assistance of a manager or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems.
All applicants must demonstrate one year (52 weeks) of professional specialized experience equivalent to the next lower grade level (GS/FG-13 or FV-H to qualify for the FV-I pay band) in the Federal government.
One year of specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or directly related to the work of the position to be filled. To be creditable, Specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization.
SPECIALIZED experience for this position includes but is not limited to:
Experience conducting research of policy and processes and recommending changes.
Experience using analytical techniques to track and perform data analysis.
