Duties
As a IT Specialist (INFOSEC) you will:
Receive and review written guidance from a variety of Department of Defense (DoD), federal and state investigative and enforcement agencies and interprets for impact in the state. Enforces established policy and guidance for all Information Assurance Systems Officers throughout the state. Enforce the state information assurance and accreditation policy.
Direct actions required to prevent and/or correct information assurance deficiencies and violations. Exercise authority for denial of computer access and coordinates re-establishment of service.
Assure compliance with security policy for external connections to the state network and assures compliance with the national and state policies. Work with the System Security Manager to develop procedures to protect information in the state networks. Monitor external connections to other state, territorial, or federal network domains as necessary. Identify and reports violations of system security. Administer firewalls and intrusion detection systems (IDS) and monitors unauthorized access. Implement virus protection plan.
Evaluate the effectiveness of systems, devices, procedures, and methods used to safeguard information in computer accessible media and ensures correction of all state deficiencies on systems containing applicable security technologies. Reviews/tests/updates continuity of operations plans (COOPS) and Security SOP's and actively participates in accreditation/reaccreditation processes.
Perform other duties as assigned.

- This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within 6 months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

Knowledge of a full range of IT security principles, methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level and to plan and coordinate the delivery of an IT security awareness training program for end users at all levels at the installation.
Knowledge of a full range of security requirements for certification and accreditation; network operations and protocols; systems testing and evaluation; and performance management methods sufficient to implement and coordinate activities designed to ensure, protect, and restore IT systems, and capabilities; to monitor and evaluate systems compliance with IT security requirements; provide advice and guidance in implementing IT security policies an procedures in the development and operation of network systems; to plan and conduct security policies and procedures in the development and operation of network systems; to plan and conduct security accreditation reviews for installed systems or networks; and to recommend new or revised security measures and countermeasures based on the results of accreditation reviews.
Knowledge of a wide range of IT and COMPUSEC techniques, requirements, methods, sources, and procedures in INFOSEC, EKMS, EMSEC, and secure voice (e.g. Secure VoIP) Automated Software security.
Knowledge of IT security requirements sufficient to develop and evaluate program documentation to include; mission needs statements, operational requirements documents and support plans, specifications, and proposals.
Skill to develop and evaluate program documentation to include mission needs statements, operational requirements documents and support plans, specifications, proposals, and plans for systems operational test and evaluation of communications and information security systems.
Ability to serve as the focal point for information security, providing authoritative advice and assistance on complex, technical, controversial, and information security systems.
Ability to apply policies, principles, and IT security concepts sufficient to carry out activities leading to security C&A.
Ability to apply findings of assessments to mitigate IT security risks through the implementation of corrective actions.
