Performs a combination of routine and multiple and varying assignments under the general direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team for National Enterprise Operations, Technical Operations Services, supporting the management/employee programs area.
Applies experience and advanced knowledge of analytical and evaluative principles and techniques to plan and accomplish assignment. Provides analytical services in support of a broad range of management and program related issues involving areas within personnel/position management, performance management, CASTLE, telework, hiring, length of service awards, awards programs, etc. Analyze data gathered and recommend solutions or alternative methods to improve processes. Supports complex projects and assists with the development of various statistical, analytical, quantitative and qualitative studies, reports, and related programmatic activities. Assists with initiating, reviewing, and submitting requests for personnel actions and follows up through completion. As a contributing team member, he/she conducts organizational studies and evaluations. Researches applicable HR regulations and Collective Bargaining Unit Agreements to ensure actions submitted to AHR are appropriate.
Assists with analyzing and prioritizing resource requirements. Assists with developing current and out-year hiring plans. Provides data to assist more experienced analyst in developing job documentation and ATO Business Rules for methods of filling positions. Reviews and updates staffing reports for groups/teams. Analyzes employee onboarding data per pay period. Reconciles data against cuff records ensuring accuracy of processed actions. Identifies discrepancies such as org code/CAN/appropriation code errors and works with external offices as needed to process corrections. Identifies trends or problems indicative of inefficient resource utilization. Provides analytical data to assist other analysts in the preparation of monthly, quarterly, and interim reports as required.
Contacts typically are internal and external to the NAS Security and Enterprise Operations, with regular contacts made between various service units within ATO, Human Resources, Security, Medical, and other external parties to shares information about the FAA and explains the applications of policies and procedures.
Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Resolves most problems and work issues without the assistance of a manager or team lead. Works with upper management and team lead to resolve higher level issues and assists with developing and recommending solutions to these issues.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-11 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience is experience tracking and collecting data to use in the improvement of organizational effectiveness.
