Incumbent of this position serves as the Administrative Officer (AO) for a District Office. Works independently and often without direction supervision while serving as the AO for an Operations Support Staff (OSS). Plans, develops, monitors, and executes actions required to manage the office's administrative functions for the technical services group which may include all or several of the following administrative areas: staffing liaison and position management, travel, management information systems, office management, T&A, LDR Compliance. Applies experience and detailed knowledge to accomplish assignments and interprets guidelines and provides management advice and counsel on the operation of those programs. Serves as the liaison between the technical services management and regional office to accomplish assigned functions. Performs the full-range of administrative functions in implementing an organization's administrative programs, policies, and procedures. Incumbent interprets guidelines and provides assistance to management on the operation of assigned programs and the interrelationships of such programs. Serves as the office's focal point for personnel activities. Initiates personnel and administrative actions (SF-50) involving recruitment, transfer, temporary assignments, promotions, and so on. Provides staff support to the FAA managers for processing personnel related actions. Provides liaison services for the organization consulting with their Servicing Personnel Office (SPO) on personnel actions such as: employee position actions, pay and leave administration, benefits, position classification, performance management, incentive awards, special employment programs. Works with supervisors and personnel specialists to identify personnel problems. Provides alternative solutions to specific problems such as specific personnel action or more systemic personnel issues. Collaborates with supervisors, managers, and personnel specialists to resolve specific human resource problems. Provides guidance to office on travel regulations and ensures the office's travel practices meet established criteria. Provides guidance on T&A, and LDR issues. Serves as the liaison between management and regional office to accomplish assigned functions.
To qualify for this position at the FV-G level and to be creditable, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the next lower grade level of FV-F, FG/GS-9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in, or related to, the position to be filled. Specialized experience: Ability to interpret and apply regulatory and policy guidelines to answer employee and manager questions and help them solve administrative problems.
OR Ph.D. or equivalent doctoral degree.
