Program Manager within the Operational Readiness Policy & Procedures Group (AJR-X3). The Program Manager is a recognized subject matter expert in operations contingency plans and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. He/she leads the development and the deployment of Operational Contingency Plan (OCP) exercises. Responsible for OCP exercise development of multiple variations (i.e. table top, impacted facility only, impacted facility and support network, scenario driven impacted facility with ATCSCC, impacted facility with aligned airport, impacted facility with neighboring ANSP, etc.) to be maintained in an accessible resource manual specific to facility domain. Develops OCP Quick Start Guides to afford facilities a method of setting up exercises in an efficient fashion to accomplish effective results.
Applies experience and expert knowledge of program management to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Develops and coordinates effective exercise deployment schedule - to include facility waterfall with milestones and completion targets that are scaled to an agreeable time-line that captures activity duration and accomplishment dates. Identifies and resolves challenging problems or issues and develops lessons learned module to capture areas to strengthen the exercise process to ensure efficient and effective activities with stakeholders along with continuous improvements and enhancements toward the way exercises are deployed in the field.
Performs Gap analysis and evaluation, data captured & messaging, which will likely uncover contingency plan capability gaps that may exist. As the Program Manager, he/she will catalogue this data and develop a style of messaging to appropriate stakeholders (internal and external to AJR) to support OCP enhancements toward more viable contingency plans. Develops metrics to measure exercise plan effectiveness.
Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require.
Contacts are with multiple internal and external stakeholders to include: ATO Service Unit POCs, FAA LOB POCs, ATCSCC, ATC facilities, service area / center personnel, HQ personnel, NATCA & PASS representation, International ANSPs, Airports, and aviation organizations such as: (A4A, ACI, NBAA, ICAO, IATA, etc) to build collaborative relationships that yield effective and efficient OCP exercise activities that confirm plan awareness which support readiness for crisis response.
Work is typically reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
