GS-09 Grade Level: To Qualify for the GS-09, applicants must possess one year of specialized experience equivalent to the GS-07 grade level. Specialized experience is defined as: demonstrated experience in civilian human resources determining qualifications, developing referrals, coding personnel actions, creating vacancy announcements, researching and interpreting a variety of civilian personnel regulations, and/or applying fundamental classification and position management laws, principles, methods and practices relating to classification.
GS-11 Grade Level: To qualify for the GS-11, applicants must possess one year of specialized experience equivalent to the GS-09 grade level. Specialized experience is defined as: experience in civilian human resources determining qualifications, developing referrals, coding personnel actions, researching and interpreting a variety of civilian personnel regulations to resolve moderately complex staffing issues, and providing advice and guidance to managers/supervisors, employees and applicants on civilian HR rules and regulations.

GS-11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
