Advisory Services
Advisory service is provided on the basis of personal knowledge or on the basis of personal research in the guidelines or contacts with the offices and individuals a other services or at higher levels within the VA. Serves in a support role to the leadership team and presents suggestions and input on ways for improving organization administrative efficiency. May provide information and guidance to lower graded administrative support assistants.
Budget and Financial Management
Collects data for the service operating budget, consolidates material into an annual unit budget; sets up controls to monitor expenses during the year; and recommends budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds. Alerts the Administrative Officer or other authority of significant issues/problems, such as over spending in assigned accounts.
Serves as technical resource to unit personnel on travel policies and regulations, and provides information on travel allowances and requirements. Prepares travel authorizations and vouchers using automated systems and software for travel and voucher preparation.
Serves as the primary timekeeper for the service. Reviews time and attendance reports for employees and assures reports are correctly entered. Maintains files and training certificates.
The incumbent is responsible for assisting with the annual VALBHS Optometry Section (outpatient and fee) workload budget preparation. Gathers and maintains valid data used to develop, evaluate, and modify organizational structure and systems to achieve program goals. Participate in the analysis and interpretation of workload and other data used in resource planning.
Assist the professional staff with and handle administrative functions of the Optometry section to ensure timely access to care for veteran beneficiaries. He/she will ensure that all assignments in the Optometry Clinic are carried out, supporting the decision of the Chief, Optometry Service.
Maintains space and equipment data to support efforts to establish, review, or modify resource requirements, to include maintaining adequate stock of medical supplies and administrative supplies for the Optometry Clinics. Responsible for timekeeping for assigned time and leave units. Reviews, processes, and tracks all requested consults to ensure they are processed in accordance with established guidelines.
Provides follow-up contact with Veterans entering for healthcare and will serve as a liaison between the medical facility and the patients for the purpose of consulting and assisting with Optometry. The incumbent attends and records monthly staff meetings.
Provides input into the conduct of, and is responsible for the maintenance of files and records pertaining to patient satisfaction surveys, performance measures, etc. Documents all findings derived from this information and, after thorough analysis of data in order to identify trends and patterns, compile data for inclusion in comprehensive analysis. Incumbent is the point of contact for PALS program (Patient Advocate Liaison Support). Provides a daily review of error list and inconsistencies, ensuring adherence to customer service standards set by VALBHS. In this capacity, the Program Support Assistant is responsible for conflict resolution, negotiation, and acting as an intermediary between Veterans and other staff members as the need arises.
