As the Deputy Chief Information Officer (DCIO), you will deliver and continually improve cutting-edge information technology programs and leverage your managerial experience to bring best practices, integrated solutions and information technology expertise to the Secret Service CIO’s Office. You will manage a multi-functional and multi-discipline workforce of federal and contractor personnel and administer an operating budget of approximately $200 million. As a principal advisor to the CIO, you will exercise strong influence on program operations and on the formulation and development of management policies and procedures. You will be recognized as a senior expert advisor to Secret Service executive leadership as it relates to the development, enhancement, and deployment of robust, reliable, secure, and cost-effective information technology services that meet the needs of the agency’s integrated mission.

(1) As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

(2) EXECUTIVE CORE QUALIFICATIONS: The fundamental competencies within the following five Executive Core Qualifications (ECQs) are also a part of the selection criteria for SES positions. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

(3) MANDATORY TECHNICAL QUALIFICATIONS (TQs):
TQ1. Expert knowledge of operating and information systems to include three or more of the following: information technology architecture and infrastructure design; technology awareness related to developing and emerging technologies; strategies to fund large scale IT programs, enterprise architecture; and information technology security programs/requirements. (Provide Examples)
TQ2. Extensive knowledge and experience in program management and development of long-range information technology plans including defining budgetary needs, determining alternative strategies, performing cost/benefit studies, and addressing implementation and integration strategies related to information technology systems.
TQ3. Demonstrate experience in collaborating and communicating on technical issues with executive level leaders and customers in development, implementation, budgeting and execution of cohesive IT strategic and tactical plans, including performance management of a large, fast-paced organization.
TQ4. Demonstrate experience in delivering modern infrastructure solutions to support a mobile workforce and virtual workplace for a complex organization. This includes integration of new applications of technology and IT business models in support of emerging workforce needs.
