The incumbent of this position gives overall direction to the activities of the Office of the Assistant General Counsel (International Affairs). The Assistant General Counsel (International Affairs) is responsible to the General Counsel for the direction of all legal activities of the Department with regard to a broad range of international economic and financial matters, including issues involving the International Monetary Fund (IMF), the World Bank and other multilateral development banks, international trade and trade finance, the Committee on Foreign Investment in the United States (CFIUS), international investment, and international banking and securities.
The incumbent exercises general supervision over a staff of attorneys and support staff.
The incumbent must be able to plan, direct, and execute professional and technical programs of exceptional difficulty, responsibility, and national significance. He or she is selected by the General Counsel upon the basis of extended training and experience and demonstration of exceptional leadership and attainments in professional practice and activities. He or she must be a graduate of an ABA-accredited law school and a member of a state or the District of Columbia bar.
The incumbent uses the established policies and procedures of the Department as guides. A significant part of the duties involves problems for which there are few or no guides, and incumbent must rely upon his or her own initiative and experience.
The incumbent generally makes the final legal determination on matters within the incumbent’s broad portfolio. Based on established practice and guidance from the General Counsel, the incumbent briefs matters of particular significance to the General Counsel for review. Original thinking is required, not only in matters of law, but also in those fields where recommendations are made in connection with formulation of policy.
The incumbent interacts with the highest level officials of the Department and those of other departments and agencies.
The incumbent of this position is an Assistant General Counsel in the Office of the General Counsel. The General Counsel is responsible for all legal activities in the Treasury Department and serves as head of the Treasury Legal Division.
While assignments among Assistant General Counsels are flexible and the General Counsel may change duties from time to time, the assignments of this
Assistant General Counsel presently include the supervision and direction of legal activities in the following areas: the Treasury Department; and a range of administrative law issues.
Extensive supervision and direction of legal activities associated with the Committee on Foreign Investment in the United States. Supervision of attorneys performing legal research and providing legal and practical conclusions in the form of oral advice, briefings, presentations, and legal decision memoranda on extremely complex and difficult factual, legal, and policy issues. Overseeing the preparation or review of legal briefs and other litigation-related matters as well as proposed legislation, regulations, Executive Orders, and other policy-related materials.
