As an Assistant Administrator, Headquarters Operations, you will:
- Direct the Headquarters activities to include: recommending actions to suspend, revoke or annul permits held by industry members based upon an evaluation of the technical findings provided by expert professional scientists; develop new legislation; issue regulations, rulings and other determinations; and perform the final evaluation of programs in the enforcement of the Federal Alcohol Administration Act (FAA) and Internal Revenue Code (IRC) relating to alcohol and tobacco and FAET industries and other legal and regulatory activities.
- Participate fully as a member of the Administrator's staff in Bureau-wide management, administrative, policy and planning matters.
- Provide support for TTB's Long Range Planning function; participate in preparing and updating the Bureau's Long Range Strategic and Operational Plan; and prepare special in-depth studies of planning issues and problems.
- Provide advice to the Administrator/Deputy Administrator on management, administrative and planning aspects of TTB's major operating and administrative programs.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical Professional Competencies(TPCs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
Candidates must meet all of the following qualification requirements by the closing date of this announcement, including general management skills and characteristics applicable to all SES positions AND technical or program responsibilities specific to this position.

Technical Professional Competency (TPC)– All applicants must include a narrative statement showing how their knowledge and experience relates to the following TPCs. The narrative statement should not exceed two pages for each competency.
TPC 1: Demonstrated experience overseeing or representing others in the federal regulatory processes, rulemaking, and administrative proceedings in resolutions of disputes.
TPC 2: Demonstrated knowledge of and experience in the negotiation, execution or interpretation of international agreements, including mutual acceptance agreements and treaties.
TPC 3: Demonstrated understanding of, and experience in, the legislative process, including providing technical or subject matter expertise to influence changes to, or resolve enforcement concerns regarding, consumer protection or tax laws. Examples of such experience might include managing legislative proposals, or dealing directly or representing others before Congress, congressional committees, or staffers.

CONDITIONS OF EMPLOYMENT:

- Must successfully complete a background investigation. This position is designated as critical sensitive and requires a background investigation and favorable adjudication for a Top Secret.
