Serves as an Outdoor Recreation Planner for the Land and Water Conservation Fund, State and local assistance (LWCF) and Urban Park and Recreation Recovery (UPARR) Programs working as a Grant Manager. The selected applicants will be assigned responsibility for administering federal financial assistance under the Land and Water Conservation Fund and the Urban Park and Recreation Recovery grant programs. The major duties of the position include serving as a resource to provide technical assistance, advice, guidance, and recommendations to partners regarding interpreting and applying program legal authorities, regulations, policies and other requirements related to recreation and financial assistance (grants). Reviews and recommends outdoor recreation grant project applications for funding, evaluating its completeness, adherence to program policies and requirements, and negotiates changes and monitors performance. Cultivates partnerships and collaborates with state and local government partners to support the development and expansion of outdoor recreation areas and opportunities. Provides technical advice and guidance to partners about outdoor recreation planning requirements and assess the adequacy of submitted state plans for acceptance or not. Assists with state program reviews for consistency with applicable laws, regulations, program policy, guidance, and procedures.
Duties will be developmental in nature when filled below the full performance level.

Physical Demands: The work is usually sedentary although at times, requires a high degree of resistance to fatigue - working extended hours when in travel status or engaging in work sessions where stamina and concentration are necessary to protect the interests of the Government. There is also some walking, bending and climbing associated with on-site inspections.
Working Conditions: Most of the work is performed in an office setting, auditoriums, and meeting rooms. Occasional travel and field inspections are required.
