Position may be filled at the GS-11 or GS-12 level. At the full performance GS-12 level, the incumbent serves as a project manager for assigned projects and investigation in the areas of hazardous waste and environmental compliance.
GS-11 grade level, the duties of this position are developmental in nature, leading to the full performance level of GS-12. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: Promotion is not automatic.
This is an interdisciplinary position and may be filled in any of the following series GS-0401, or GS-1301 depending on the qualifications of the selected candidate.
Major duties:
-Interprets and provides guidance to the Area Office and facilities regarding local, state, and Federal hazardous materials rules and regulations.
-Develops design data and/or specifications for contracts to clean up and/or dispose of all hazardous waste generated by or discovered on Reclamation lands or facilities; develops and implements criteria for hazardous materials accumulation, storage, and handling facilities and equipment; and reviews contractor proposals for hazardous materials cleanup and disposal jobs prior to award.
-Serves as Area Office advisor for hazardous waste investigations and cleanups as assigned, and coordinates these efforts with appropriate personnel.
-Ensures that Area Office facilities comply with Reclamation's hazardous materials management program by performing periodic reviews which cover a variety of areas.
-Signs waste manifest and bills of lading, maintains hazardous waste records, performs waste categorization, ensure safe storage of hazardous materials and waste, and conducts informal inspections of facilities to identify hazards, risks, and compliance concerns.
-Serves as COTR for hazardous materials contract work for the Area Office.
-Identifies areas in the Area Office of potential environmental concern. Takes primary responsibility for the development of an environmental monitoring plan, including air, soil, and water quality, that will adequately address ecosystem and eco-function concerns.

Minimum Education Requirement: Applicants must meet the Basic Education Qualification Requirements listed below:
MINIMUM EDUCATION (BIOLOGICAL SCIENCES DISCIPLINE, GS-0401):
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
MINIMUM EDUCATION (PHYSICAL SCIENCES DISCIPLINE, GS-1301):
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;
OR
B. Combination of education and experience, education equivalent to one of the majors shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience of additional education.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:
GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.
GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service.
Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:
GS-11:Professional experience participating in hazardous waste monitoring and disposal/collections procedures; identifying and evaluating hazardous materials issues; interpreting and providing guidance or technical advice on hazardous materials rules and regulations; and preparing or assisting with environmental documentation for hazardous waste activities. These examples are not all inclusive.
GS-12: Professional experience Administering or assisting in the administration of Environmental Management Programs; providing technical guidance to personnel regarding Environmental Management issues; implementing environmental policy and ensuring compliance with environmental requirements; providing input for recommendations on environmental issues, environmental administrative matters, environmental program budgets and various region-wide responsibilities; conducting hazardous waste handling, storage and shipment, spill response, environmental sampling/testing, and other environmental support services.
Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
